Position Title: Assistant Vice President (AVP) of Federal and State Policy

Location: Washington, DC 20005

Reports to: Vice President of Government Affairs

Status: Full-Time, Exempt

Salary: $100,000 - $135,000

About the Position
SVA is seeking an exceptionally bright, multitasking, dynamic, and fast-learning individual to support SVA’s Government Affairs team. AVP of Federal and State Policy conducts policy research, analysis, and advocacy to advance the organization’s federal and state public policy priorities at the direction of the Vice President of Government Affairs (VP).

Responsibilities
It is the responsibility of the AVP of Federal and State Policy to provide direct support to the VP on administration, research, analysis, and writing. The AVP of Federal and State Policy will:
  • Lead the development, analysis, and refinement of federal and state policy agendas aligned with SVA’s mission and strategic plan
  • Track and summarize policy proposals in assigned issue areas;
  • Monitor federal and state legislative and regulatory developments;
  • Prepare for, attend, and summarize the outcomes of congressional committee hearings and meetings with external partners;
  • Author and co-author policy papers, articles, and other work-product as needed to be shared internally and with government leaders and the public;
  • Prepare materials, drafts, and other information for others who are authoring or co-authoring policy papers, congressional testimony, public comments, and articles, and other work-product to be shared with government leaders and the public;
  • Provide information on and generate ideas for press, mass mailings, and newsletters;
  • Provide background information and/or supporting documents in preparation for meetings; coordinate with other staff to prepare support materials and run point on any follow-up materials or actions;
  • Conduct intake and assist in answering policy-related inquiries from the public;
  • Conduct scheduling and communication logistics for government affairs activities;
  • Reestablish, and maintain SVA’s Policy Liaison Program (PLP).
  • Assist with SVA events and programming, including the National Conference;
  • Perform other duties as assigned.

Minimum Qualifications
  • Master’s Degree;
  • Knowledge of federal and state policy-making processes;
  • Experience conducting either legal, legislative, or regulatory analysis and writing;
  • Prior experience conducting direct policy advocacy;
  • Clear grasp of the legislative, regulatory, and judicial processes;
  • Demonstrated ability to conduct quality research, writing, and analysis with a strong writing skills and ability to draft content in a timely manner;
  • Ability to exercise discretion and independent judgment in the formulation and recommendation of policy positions for the VP;
  • Ability to project confidence and competency when working with members and staff in the legislative and executive branches;
  • Proficiency with Microsoft Office Suite (Outlook, Excel, Word, PowerPoint);
  • Capacity to maintain strict confidentiality;
  • Passion for SVA’s mission;
  • Ability to work as a member of a diverse and growing team;
  • Ability to work in a fast-paced environment and meet deadlines;
  • Experience planning ahead and managing time effectively;
  • Well organized with an attention to accuracy and detail;
  • Ability to perform the essential job responsibilities above.

Preferred Qualifications
  • Educational focus in politics or public policy and/or experience working with the legislative process;
  • At least five (5) years of experience conducting either legal, legislative, or regulatory analysis and writing.
  • At least three (3) years of experience conducting direct policy advocacy;
  • Experience working on federal and state veterans’ and higher education policy;
  • Strong public speaking skills;
  • Experience with Salesforce;
  • Candidates who are veterans or immediate family members of veterans or serving members of the military are strongly encouraged to apply.

Requirements
SVA’s National Headquarters is in Washington, DC. The position is remote, Monday to Friday, 9am-5pm EST. The AVP of Federal and State Policy is expected to occasionally work flexible hours (outside the typical workday) to accommodate the organization's needs.
