The Contra Costa County Capital Project Management (CPM) Division in the Public Works Department is offering an excellent employment opportunity to fill a vacant Associate Capital Facilities Project Manager position, located in Martinez, CA. The Department is seeking journey-level professionals with demonstrated experience in capital project management. Incumbents independently manage the planning, design, bidding, and construction of multiple capital facility and building renovation projects. This role serves as a primary liaison to customer departments and the County Administrator’s Office on capital projects in County-owned and leased facilities. Responsibilities include developing project bid documents, such as construction drawings and specifications; coordinating with customer departments, facilities maintenance, real estate, and other County staff; and directing the work of contract construction managers, architects, engineers, inspectors, vendors, and general contractors. Incumbents are responsible for developing and monitoring project budgets and schedules, ensuring compliance with County design and construction guidelines and standards, and performing related duties as required.

The Contra Costa County Public Works Department (CCCPWD) is responsible for the maintenance and operation of over 650 miles of roads, 79 miles of streams and channels, and over 150 County buildings. CCCPWD services include parks and recreation, sandbag distribution, flood control, road and facilities maintenance, and storm water management. CCCPWD operates two airports, Buchanan Field Airport in Concord, and Byron Airport in Byron. • Developing, planning, scheduling and executing Capital Projects throughout the County
• Ensuring change orders and payments follow County policies, guidelines, and procedures

Minimum Qualifications

License Required: Possession of a valid California motor vehicle operator’s license. Out of state valid motor vehicle operator’s license will be accepted during the application process.

Education: Possession of a Bachelor’s Degree from an accredited college or university with a major in architecture, civil engineering, construction/project management, facilities management, business administration, public administration or a closely related field

Experience: Four (4) years of increasing responsible experience managing difficult and complex commercial, institutional, governmental, or industrial design or construction projects.

Substitution: A certificate of completion from a construction management, project management, or facilities management program may be substituted for two years of the required education. Additional qualifying experience may be substituted for the required education on a year for year basis up to a maximum of two years.

Desirable Qualifications:

• Previous sustained experience in positions that required advanced project management and problem-solving skills
• Previous experience working for a public agency
• Strong working knowledge of Microsoft Excel and Word. General working knowledge of other Microsoft Office applications such as Teams, Project, Outlook, PowerPoint and/or Access

Selection Process

Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.
• Online Interview Assessment: Candidates who possess the minimum qualifications will be invited to participate in an online video assessment. The assessment will measure candidates' competencies as they relate to the job. In the assessment, candidates must achieve an average passing score of 70% or higher on each of the competencies, as well as an overall passing score of 70% or higher. These may include but are not limited to: Critical Thinking, Professional & Technical Expertise, Analyzing & Interpreting Data, Leadership; Decision Making, Design Sense. (Weighted 100%)
