The Associate Commercial Assessment is responsible for handling all commercial aspects of procurement transactions and contract management. The Specialist will work closely with the Procurement and Contracts Department team and all Authority’s Department to manage the commercial process of acquiring goods, services, and projects for the Authority, assist Sponsoring Departments and stakeholders with implementing the P&C activities in compliance with the laws, regulations and policies, and maintain the relationships with vendors, suppliers, contractors, consultants and service providers.
Responsibilities:

Manage all aspects of cost and contract administration of the procurement and contracts department, including cost planning, estimating, negotiation, payments records, and value engineering.

Prepare and control all commercial and contractual documents in relation to all requests from tender, request for quotations and proposals, evaluation reports, award, Call-Off Agreements, variations, claim, letters, payment certifications, closeout, etc in accordance with the policies, laws, and Organization’s standards Terms and Conditions.

Conduct feasibility studies and cost planning activities and prepare all Commercial Evaluation Reports for the procurement and contracts department, Sponsoring Departments and Tender Committee.

Administrate, review, and control all activities required in the pre-awarding and post-awarding stages including tender, variations, amendments, etc with Sponsoring Departments, Finance Department, and Legal Department.

Assist other Sponsoring Departments in Contracts strategies, plans and type of contract (Contracts, Call-Offs, Amendments, etc).

Prepare and review the Commercial aspects of tenders, contracts, agreements, variations, bill of quantities and payment terms.

Measure and certify works and services, review progress, and negotiate quotations/proposals for new tenders and variations/amendments and agree on final accounts with vendors.

Develop and maintain cost models, historical cost data and cost databases.

Provide advice on contract administration, review Contracts/Agreements terms when required.

Manage claims, disputes, and negotiations with vendors. Negotiate with vendors and bidders to reach a qualified Agreement or Variation with the best price. Conduct cost and price analysis to support contract negotiations.

Administrate contracts, including monitoring performance and addressing any issues that arise.

Develop and implement procurement strategies to maximize cost savings and minimize risks.

Maintain contract files, registers and databases and ensure that all documents and templates are up-to-date and accurate.

Manage procurement and contracts activities, the process of vendor registration, and prequalification within ERP (Microsoft Finance and Operations).

Control and oversee all tendering stage processes for new tenders and variations in an organized manner. Develop a systematic method to manage approved submitted requests, including ITT package, clarification meetings, TB, etc

Guide the process of all requests that come before the Tender Committee including tender plan strategy, proposal evaluations, negotiation, awarding, and managing the Contract/Agreement.

Assist with preparation of documents and presentations for Tender Committee meetings

Publish open tenders and prequalification requests to Monaqasat website, Organization’s A website, and newspapers.

Support the Contracts Manager and the Procurement & Contracts Director with other tasks within the Department as needed.
Qualifications:
-
A bachelor's degree in a related field or equivalent work experience.

+15 years of experience in procurement and contracts with strong knowledge of procurement and contracts processes

Strong knowledge of document management systems and software, including Microsoft Office, ERP and Adobe Acrobat.

Excellent organizational, communication, negotiation and interpersonal skills.

Ability to work independently, manage time efficiently and prioritize tasks effectively.

Ability to work actively within a team environment, and with multiple departments.

Fluent in English (listening, writing and speaking)

Proficient in Arabic is a plus.
