Job Title: Associate Director - Destination Fire Commander

Job Purpose

Lead sitewide civil defense services through administration of the Red Sea Fire & Rescue Service (RSFR) core function: emergency response.

Direct and manage Assistant Destination Fire Commanders and their teams.

Oversee RSFR operations to maintain high-standard firefighting and rescue capabilities across all assets in the assigned destination.

Respond to large-scale incidents, assuming Tactical (Silver) and Strategic (Gold) incident commander roles as required.

Provide 24/7 operational coverage, strategic oversight, and subject matter expertise for complex situations.

Support the strategic direction of Red Sea/Amaala projects by delivering excellent service, promoting fire safety, and engaging with stakeholders.

Key Responsibilities

Strategic Contribution

Implement annual business plans and execute the department's strategic agenda to deliver RSG vision and mission.

Translate strategy into operational business plans; monitor performance to meet objectives and RSFR KPIs.

Develop and maintain relationships with national and local Civil Defense Services and private fire services for mutual aid and collaboration.

Recruit qualified emergency response staff up to Senior Manager - Assistant Destination Commander.

Manage resource allocation and departmental performance.

Engage with third-party organizations to foster proactive partnerships.

Budget Management

Contribute to functional budget preparation; monitor performance versus budget.

Identify cost recovery opportunities in collaboration with other departments.

Prepare, monitor, and manage RSFR Opex and Capex budgets for assigned geographical areas.

Functional / Technical Responsibilities

Manage operational and managerial responsibilities for assigned geographic areas (Red Sea or Amaala).

Provide coverage in absence of Red Sea or Amaala Associate Director - Destination Commander.

Oversee up to 250 operational staff and multiple assets across assigned locations.

Operationalize and continually improve RSFR service delivery, policies, and procedures in line with local and international standards.

Supervise the Fire Department budget, service agreements, and contracts.

Formulate operational strategies in coordination with Director (Response), Crisis Management, resilience, legal, and external affairs teams.

Ensure professional development and training of operational staff.

Provide continuous operational response capability 24/7.

Command emergency incidents at Tactical (Silver) and Strategic (Gold) levels when required.

Recommend procurement or hiring for equipment, personnel, or supplies as needed.

Organize fire strategy meetings; prepare and present reports to RSFR management.

Lead emergency operations, including disaster relief, hazardous materials response, high-angle rescue, confined space, marine, aviation, and environmental protection.

Recruit and direct firefighters to maintain operational readiness.

Ensure compliance with local and international regulations, H&S legislation, and quality standards.

Deputize for the Director (Response) as needed.

Follow all relevant policies, procedures, and standard operating procedures.

Prepare timely functional MIS statements and reports in line with corporate and functional requirements.

Safety, Quality & Environment

Apply safety, quality, and environmental management controls to ensure employee safety, compliance, high-quality service delivery, and environmental responsibility.

Embed environmental sustainability in procurement and tendering processes.

Identify opportunities for process improvement, cost reduction, productivity gains, and alignment with international best practices.

Job Requirements

Qualifications & Experience

Bachelor's degree in related field or Business Administration.

Proven leader with extensive strategic-level fire and rescue experience.

Experience driving organizational change and continuous improvement.

Experienced Strategic Incident Commander (Tactical Silver & Strategic Gold).

Minimum 20 years relevant experience; 3 years managerial experience in-country beneficial.
