Job Description
Under the general direction of the Director of Purchasing, the Associate Director of Purchasing provides general supervision over professional, technical, and clerical staff engaged in procurement and purchasing activities, including planning, directing, and coordinating the procurement and purchasing activities for the College. Responsibilities include the development and implementation of contracts, strategic procurement planning, procurement policies and procedures, delegated procurements, quality control, procurement training, electronic procurement systems, and purchasing card administration. Maintain the integrity of the public procurement process.
Job Duties
Direct and supervise the procurement staff and department budget responsible in accordance with all applicable federal, state, and local laws, policies, and procedures for College and federal grant-funded acquisitions.
Establish and process contracts for the purchase of supplies, services, and construction. Conduct claims, disputes, contract termination actions, and resolution and/or closeout of such contract activities. Establish and supervise a contract administration system including performance monitoring.
Process major solicitations and contracts to ensure compliance and identify opportunities for improvement. Interface with vendors to achieve conflict resolution and protests.
Co-develop and assist in prescribing and administering operational procedures governing the procurement functions of all departments, and the disposal, transfer, and re-utilization of departmental property and equipment. Recommend revisions to policies and procedures to the Director of Purchasing regarding the purchase of supplies and services.
Establish, maintain, and disseminate guides, manuals, and other documents regarding procurement policies and procedures. Develop and conduct internal and external procurement and purchasing training.
Administer or manage the College’s Purchasing Card (“P-Card”) Program.
Co-develop and provide support services for information technology systems and software used to facilitate procurement and purchasing activities. Oversee the day-to-day use of the systems, software, and inputs.
Perform other related duties to ensure the accomplishment of the strategic goals and objectives of the Purchasing Department.
Minimum Qualifications
Bachelors degree and five years of related experience. Employee must possess one of the following certifications:
Certified Public Procurement Officer (CPPO) (Preferred)
Certified Procurement Public Buyer (CPPB) or Certified Professional Contract Manager (CPCM) (with public procurement experience)
Certified Federal Contract Manager (CFCM) (with public procurement experience)
Certified Professional in Supply Management (CPSM) (with public procurement experience)
Certified Purchasing Manager (C.P.M.) (with public procurement experience)
Preferred Qualifications
Public procurement, federal grant procurement, contracting, excellent management and customer service skills, excellent work ethic, exceedingly positive attitude, forward-thinking with the ability to execute on ideas, an appreciation of the department’s role as a support function in a large public institution subject to state and federal procurement regulations with hundreds of internal customers in a large variety of roles, ability to understand and apply state and federal procurement regulations.
