Associate Environmental Planner - Contract - Part Time

Civex is seeking a part-time, contract based Associate Environmental Planner based in California to manage a variety of environmental analysis and compliance projects. The ideal candidate is a self-starter, highly motivated, has superior writing and analysis skills, and passionate about assisting communities with achieving their goals.

Under direction of the Principal and/or the project manager, the Associate Environmental Planner will provide direct support to the project manager and sometimes act as the project manager. This role performs complex professional environmental planning duties and sometimes leads supervision to support the implementation of client projects. This includes a variety of assignments, including but not limited to in-depth research and analysis, report writing, and public outreach to contribute to the successful completion of client projects. This role may frequently work concurrently on multiple projects. This role reports to the assigned Project Manager; if acting as the Project Manager, this role reports to the Principal. Our team frequently works with other esteemed firms and the role may be assigned to function as a subconsultant to another firm and/or collaborate with another firm. This role may perform other functions as assigned.

Duties and responsibilities include:

  • Prepare CEQA compliance documents, including, but not limited to:
  • Initial Studies in support of ND/MND/MMRP
  • Addendums to Environmental Impact Reports
  • Environmental Impact Reports
  • Notices of Intent/Preparation/Determination/Exemption
  • Prepare and oversee technical studies (e.g. Traffic, Air Quality, Noise, Cultural Resources, Biological Resources, Energy, and Greenhouse Gas Emissions)
  • Required consultations (i.e. NAHC)
  • Conduct scoping meetings
  • Conduct preliminary review of projects for CEQA compliance purposes
  • Provide peer review of CEQA documents prepared by development project applicants
  • Serve as a project manager and/or supervising member of project team for fieldwork, research, report writing, and proposal efforts
  • Conduct research and prepare legally sound technical analysis for environmental documents
  • Perform preliminary desktop analysis, prepare sections of technical reports, and assists with other deliverables
  • Provides support to develop proposals, including technical scopes or work or providing research to develop RFP response
  • Coordinates with project management to complete project tasks consistent with cost and schedule requirements
  • Contributes to the technical analysis and preparation of entire documents or sections of documents
  • Supervise, review, and edit staff research and written material for accuracy, conciseness, and completeness
  • Maintain updated knowledge of changes in legislative, administrative, and judicial interpretations of related environmental statutes and ensure that staff is well informed of changes

You’d be a great addition to our team if:

  • You have a Bachelor’s degree or Master’s degree in Environmental Science, Environmental Engineering, Environmental Law, Transportation Engineering/Planning, Urban/Regional Planning, or a related technical field.
  • You have 3+ years' of professional experience in the environmental and/or planning field
  • You have working comprehensive knowledge of the principles and practices of the environmental consulting industry, including the California Environmental Quality Act (CEQA) and/or National Environmental Policy Act (NEPA), Clean Water Act, Clean Air Act, GHG requirements, Endangered Species acts, and their processing requirements
  • You are detail oriented and have superior writing, formatting, and proofreading skills.
  • You’re a skilled researcher and have a zest for analyzing and compiling research and data as needed by each project.
  • You’re able to attend community workshops and City Council/Planning Commission meetings that may occur on weekday nights and/or weekends.
  • You can produce final project documents and products by stated deadlines.
  • You’re a team player that thrives on great communication.
  • You are proficient with Microsoft Office (Word, Excel, Outlook, and PowerPoint) and Adobe Acrobat; experience with InDesign is desired but not required.
  • You have a reliable means of transportation to and from work, and to perform site visits and attend meetings.

The pay range for the Associate Environmental Planner position is $38 - $56 per hour, dependent upon experience and other relevant factors. The position is part-time and contract-based with no benefits. The position is flexible remote with required attendance at in-person field visits, scoping meetings, community workshops/meetings, public hearings, and other meetings when necessary. The applicant must be a California resident at the time of appointment with legal work authorization. Relocation benefits are not available.
