The Human Resources Analyst performs analytical work in the administration of the Department’s personnel management programs including but not limited to, classification and pay, hiring assistance, recruitment, allocations, reporting structures, position justifications, and complex or special projects pertaining to Human Resources (HR). Serves as a point of contact and liaison between assigned Cal OES directorates and HR. Independently analyzes issues, reasons logically and creatively, develops a course of action, and makes recommendations to meet customer needs while performing a variety of human resources responsibilities. This position will also support and promote a positive work environment and productive relationships with all staff in an ethical and professional manner. The incumbent is expected to maintain a high level of confidentiality. Work closely with all levels of Cal OES management; provide consultation on a wide variety of personnel related subjects. Attends a variety of staff meetings and training classes, may be called upon to serve as a lead, train, present, and perform other job-related duties. Interprets and explains civil service law, rules, and procedures; does research in specific areas of public personnel management; represents the agency at meetings and conferences; studies various personnel operating procedures; prepares reports, manuals, articles, and correspondence.
Effective January 1, 2026, the California Department of Human Resources (CalHR) will change the classification name of Associate Personnel Analyst (APA) to Analyst II and Staff Services Analyst to Analyst I. The probationary period will be 12 months for all new Analyst II appointments with a start date after this change is implemented. This update affects the job title; your application will still be valid, and you may be hired under the new Analyst II/Analyst I title after January 1, 2026. Training and Development (T&D): T&D assignments are temporary assignments to provide an employee training and experience to move to a different occupational field. A T&D assignment is a formal agreement between the employee, the current supervisor, and the new supervisor. The duration of agreements can vary in length but shall not exceed twenty-four (24) months.The duration may also be the length of experience needed to meet the minimum qualifications. Please note they are only available to current California State employees who have permanent status.
Effective July 1, 2025, CalHR implemented the temporary Personal Leave Program 2025 (PLP 2025), which reduces employee pay in exchange for leave credits. The reduction amount and leave credits vary by bargaining unit. Salary range(s) listed do not reflect this temporary reduction.
