Barrigada Guam Based Graphic Designer & Publicity Assistant

About the Role

RC Strategies is hiring an entry level Graphic Designer to serve as an embedded visual communications specialist supporting a U.S. government client in Guam. You'll be the primary designer for a high-volume content operation — producing social media content, print collateral, and campaign materials that directly support a mission-driven recruiting and retention program.

This is a stable, long-term contract position with the potential to extend through 2031. If you're early in your design career and want a full-time role with consistent work, clear deliverables, and the experience of supporting a meaningful mission, this is it.

Schedule & Location

  • On-site at a government facility in Barrigada, Guam
  • Monday–Friday, 8:00 AM – 5:00 PM
  • Limited telework permitted based on operational needs
  • U.S. federal holidays observed (11 days off per year)

What You'll Do

  • Design and deliver a minimum of 4 social media content packages per week per platform — static graphics, photo layouts, and short-form video assets optimized for platform specs
  • Create print and digital materials including posters, flyers, brochures, newsletters, magazine layouts, and web graphics
  • Develop logos, signage, charts, and visual aids in support of ongoing campaigns
  • Ensure all content adheres to brand identity guidelines and campaign objectives before publication
  • Review all materials for accuracy, grammar, and brand compliance prior to dissemination
  • Deliver simple graphic requests within 3 business days of tasking
  • Coordinate complex project timelines with the government point of contact at time of tasking
  • Submit a written quarterly report of visual strategy recommendations
  • Occasional travel to CONUS or U.S. territories for marketing conferences (at least once per fiscal year)

What You'll Need

  • Proficiency in Adobe Creative Suite — Photoshop, Illustrator, InDesign, and Premiere Pro or equivalent video editing software
  • Strong understanding of social media platforms and content specs (aspect ratios, resolutions, file formats) for Instagram, Facebook, and similar channels
  • Ability to manage a high-volume weekly content calendar independently
  • Strong attention to detail — grammar, accuracy, and brand alignment are non-negotiable
  • Portfolio demonstrating work across both digital and print formats
  • U.S. citizenship required (federal contract requirement)
  • Ability to pass a federal Tier 1 background investigation and obtain a Common Access Card (CAC)
  • Must be available to work on-site in Barrigada, Guam

Nice to Have

  • Bachelor's Degree from an Accredited University
  • Experience producing content for government, public affairs, or institutional communications
  • Short-form video production and editing skills beyond basic cuts
  • Experience managing concurrent design projects with multiple stakeholders
  • Familiarity with federal or DoD brand standards

Compensation & Benefits

  • $35,000-$40,000 annual salary
  • Health insurance reimbursement stipend (ICHRA)
  • Paid federal holidays
  • Equipment and software provided

Pay: $35,000.00 - $40,000.00 per year
