Purpose of Position: As a growing community health center, RRCC is thrilled to grow our behavioral health service program to improve access to high quality behavioral health care for the families and communities we serve.
The Behavioral Health Manager provides operational and clinical leadership for behavioral health services within a primary care setting, with a primary focus on implementing and sustaining the Primary Care Behavioral Health (PCBH) model. This role ensures high-quality, integrated, team-based care while supporting the development of a comprehensive behavioral health continuum, including both brief interventions and specialty psychotherapy services.
The Behavioral Health Manager oversees day-to-day operations, staffing, and clinical workflows while partnering closely with primary care leadership and interdisciplinary teams to optimize access, efficiency, and patient outcomes. This role includes both direct patient care and clinical supervision responsibilities and balances hands-on service delivery with program development, team leadership, and quality improvement.
Essential Duties:
- Lead implementation and ongoing refinement of the PCBH model, ensuring fidelity to brief, population-based care
- Oversee day-to-day operations of the Behavioral Health program, including staffing, scheduling, and workflow management
- Hire, supervise, and develop behavioral health staff and trainees
- Provide direct patient care, including brief interventions and psychotherapy as appropriate
- Partner with clinical and administrative leadership to optimize access, integration, and patient outcomes
- Ensure quality, compliance, and performance through oversight of documentation, billing, and key metrics
- Promote a culture of trauma-informed care, continuous improvement, and interdisciplinary collaboration
Supervisory Responsibility (if applicable):
- Provides direct supervision to Behavioral Health staff and trainees, including hiring, onboarding, coaching, performance management, and professional development
- Provides clinical supervision to licensed and pre-licensed Behavioral Health providers (e.g.,
- APSW, LPC-IT, LMFT-IT, QTT) in accordance with Wisconsin licensure requirements
- Ensures quality and consistency of clinical care through case consultation, documentation review, and support of evidence-based practices
- Oversees daily team operations, including staffing, scheduling, and workflow coordination
- Fosters a collaborative, accountable, and supportive team environment aligned with organizational values and trauma-informed care principles
Travel Requirements:
This position requires the ability to travel between all RRCC clinic locations and, as needed, within the community to support patient care, program operations, and team collaboration. Travel is typically local and may vary based on organizational needs. A valid driver’s license and reliable transportation are required.
Position Qualifications:
Education/Learning Experience
Required:
- Master’s or doctoral degree in Social Work, Counseling, Psychology, or Marriage and Family Therapy
Work Experience
Required:
- Minimum of 5 years of post-licensure clinical experience
- Prior leadership, supervisory, or program management experience
Preferred:
- Experience with integrated behavioral health or PCBH model strongly
- Experience in a primary care, FQHC, or community health setting
Skills/Knowledge
Required:
- Demonstrated ability to lead and implement integrated behavioral health models within primary care,
- Strong leadership, supervision, and team development skills
- Ability to function effectively in a fast-paced, team-based clinical environment
- Experience with brief interventions, consultation, and warm handoffs
- Strong clinical judgment and ability to support complex patient care needs
- Experience with quality improvement, data-driven decision-making, and performance management
- Knowledge of trauma-informed care and social determinants of health
- Excellent communication and collaboration skills across disciplines
