About the Role

Boules Consulting is seeking an experienced Transportation Economist or Benefit-Cost Analysis (BCA) Consultant to support the development of USDOT-compliant BCAs for multiple bridge replacement projects.

This is a remote, contract-based position for a defined project scope with potential for ongoing collaboration.

The ideal candidate has direct experience preparing BCAs for federal discretionary grant programs (e.g., RAISE, INFRA, MEGA, PROTECT, BIP) and understands USDOT’s 2026 BCA Guidance.

Responsibilities

• Develop and model Benefit-Cost Analyses for bridge replacement projects
• Establish defensible Build vs. No-Build scenarios
• Quantify and monetize safety, travel time, reliability, O&M, emissions, and emergency access benefits
• Populate USDOT BCA Excel templates
• Prepare clear, technically sound narrative documentation
• Coordinate with Boules Consulting and client staff to validate assumptions and inputs
• Support revisions based on feedback

Qualifications

• Demonstrated experience preparing USDOT-compliant BCAs
• Strong understanding of transportation economics and infrastructure funding
• Experience modeling bridge replacement or rural roadway projects preferred
• Proficiency in Excel-based economic modeling
• Ability to document methodology clearly and defensibly
• U.S.-based experience strongly preferred

Preferred Experience

• Work on RAISE, INFRA, MEGA, BIP, or similar discretionary grants
• Familiarity with FHWA Crash Modification Factors (CMFs)
• Experience quantifying reliability and closure-based impacts
• Understanding of residual value and lifecycle cost modeling
