Tribal Administration

Job Title: Benefit Director

Level: 15

General Definition:

Under the direction of the Tribal Administrator the Benefit Director coordinates the administration of various employee benefit and insurance plans. They will include, but not be limited to life, health, dental, disability insurances, 401K for tribal and casino employees, FMLA paperwork and documentation, and Workers Compensation.

Supervision Received:Tribal Administrator

May supervise 1 employee.

Essential Job Functions:

· Administers the Tribe’s benefit plans that include the self-funded health plan, life insurance, 401-K, and other workplace policies. Distributes mandatory plan documents and notices in accordance with the DOL and IRS (summary Plan Description, Summary of Material Modifications, HIPAA Privacy, and other Annual participant Notices, etc.).

· Prepare and manage COBRA documents and payments.

· Ensures compliance with FLSA Wage and Hour rules.

· Remains up-to-date with Healthcare Reform regulations; compiles data to file ACA reports.

· Functions as the primary point of contact for all Worker’s Compensation claims.

· Answers employee questions about coverage; acts as a liaison between employees, third party administrators, and benefit vendors.

· Continually analyzes employee utilization of current benefits and develops specific recommendations for review by management.

· Assists with the annual benefit review as directed.

· Coordinates employee benefits bids and necessary documents with brokers as directed during the bid preparation process.

· Prepares invoices and requisitions for expenses accurately with appropriate codes and within budget guidelines.

· Tracks payments ensuring that they are accurate and ensures they are processed correctly and in a timely manner.

· Maintains FMLA files in accordance with federal laws.

· Coordinates and prepares FMLA paperwork and documentations with employees and healthcare providers, obtains medical certifications and re-certifications in a timely manner.

· Tracks FMLA time used on a rolling calendar year and coordinates the use of leave time with the payroll process.

· Maintains employee insurance claims, and complaint files assuring security and control of files restricting unauthorized access following established guidelines for document retention and destruction.

· Corresponds with employees and vendors when issues arise.

· Provides mentoring, support and assistance to directors in all aspects of employee benefits, FMLA, and Work Comp.

· Conducts new hire benefit orientation for Tribal and Casino employees and assists employees with benefit questions and resolves claims issues. Corresponds with employees and vendors when issues arise.

· Must be able to work with all types of people in a professional manner.

· Other duties as assigned.

Education:

· High School Diploma or GED required.

· Associates degree (A.A.) or equivalent from a two-year college, or technical school, or at least two years related experience and /or training.

· An equivalent combination of education and experience may be accepted.

· Experience working with a self-funded insurance plan required.

· Experience working in a tribal and casino environment preferred.

Licenses/Certifications/Other:

· Must be able to pass a high-level adjudicated background check as a condition of employment.

· Must be able to complete pre-employment drug test with a negative result.

· Current valid driver’s license.

· SHRM and/or NNAHRA certification preferred.

· C.E.B. certification preferred

· Positive verifiable employment history and work references.

Job Type: Full-time
