Benefits Administrator

Klingberg is a private non-profit multi service agency who provides help to thousands of people across Connecticut each year. Our goal is to extend hope and healing to children and families whose lives have been traumatized by abuse and/or neglect in its various forms, sever family problems and mental health issues.

Function:

Under the direction of the Director of Human Resources, the Benefits Administrator position is responsible for directing and planning the day-to-day operations of group benefits programs (group health, dental, vision, short-term and long-term disability, worker's compensation, life insurance, travel and accident plan, flexible spending plan, retirement plans, etc.). This position provides excellent customer service and designs quality benefits plans. The administrator continually investigates new benefits programs and improves existing programs.

Job Specific Competencies: (illustrated by typical activities)

Employee Medical, Dental, LT, ST Life Insurance

  • Assist the Director of HR in research employee benefits plans and vendors to identify those that present the best options and best value.
  • Coordinate all open enrollment process: ADP update, employee meetings/education, update and distribute materials for benefits orientations, and summary plan descriptions.
  • Oversee maintenance of employee benefits files, maintain group benefits database and update employee payroll records.
  • Gather employee data and oversee the processing of monthly billings and the preparation of vouchers for payment of administrative fees for all group plans.
  • Allocate group health and dental claims monthly and review quarterly.
  • Coordinate transfer of data to external contacts for services, premiums and plan administration.
  • Review both short- and long-range cost estimates/projections and relevant statistical analyses regarding modifications in benefits programs and implementation of new programs.
  • Survey industry trends. Complete benefits surveys and review information obtained from the results. Analyze complex benefits information. Forecast trends and assist with future benefits designs. Develop specific recommendations for review by management.
  • Provide terminated employee information to third party vendor to process COBRA benefits.
  • Provide employees with annual documents such as 1095C.

Retirement Plan

  • Serve as primary contact for retirement plan vendors and third-party administrators.
  • Coordinate transfer of data to external contacts for services, premiums and plan administration.
  • Ensure compliance with applicable government regulations. Ensure timeliness and accuracy of required reporting and fees.
  • Perform plan audits. Prepare, collect and organize data for actuarial assessments.
  • Provide all retirement information to auditors, assist with the 5500 preparation.
  • Provide employees with all regulatory documents.
  • Assist employees with 401K loans process.

Leave of Absence and Workers Comp

  • Coordinate communication with employee and insurance company for disability, accident and death claims.
  • Assist employees with work related injuries. Coordinate communication between employee and WC Trust. Complete the OSHA report.
  • Assist employee with Connecticut Paid Leave and FMLA.
  • Evaluate and revise internal processes to reduce costs and increase efficiency.
  • Document and maintain administrative procedures for assigned benefits processes.

General Duties.

  • Monitor administrative costs of benefits programs and recommend cost containment strategies, including alternative methods for administration and funding.
  • Prepare budgetary recommendations and assist in the monitoring, verifying and reconciling of budgeted funds.
  • Review and respond to unemployment claims with appropriate documentation. Review monthly unemployment statements.
  • Maintain employee medical files securely and confidentially to comply with laws.
  • Assist Director of HR with managing interactive process for employees requesting ADA accommodations by conducting assessments and identifying reasonable accommodations to assist with job performance.
  • Provides assistance to other HR staff as needed.
  • Assists in additional projects as assigned by the Director of HR or VP of Finance and Administration.

Use of capabilities is characterized by thoroughness, accuracy, sound judgment, foresight, and a high standard of quality in the completion of administrative duties, coupled with tact and sensitivity in dealing with staff members at all levels.

Required Skills/Abilities:

  • Computer proficiency and technical aptitude with the ability to use Microsoft products, including PowerPoint; experience with HRIS and benefits databases.
  • Project and team management/leadership skills and experience.
  • Proven ability to work effectively in a team environment with associates.
  • Effective planning and priority setting. Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
  • Strong analytical skills and a thorough knowledge of plan designs.
  • Ability to understand, evaluate and make judgment on proposals (RFPs).
  • Knowledge of benefits contract language.
  • Knowledge of all pertinent federal and state regulations, filing and compliance requirements, both adopted and pending, affecting employee benefits programs, including the ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers' compensation, Medicare, OBRA, and Social Security and DOL requirements.
  • Excellent communication and organization skills.

Authority:

The authority of staff and service nature of the position is clear and defined. In relationships with employees, vendors, agents, applicants, results are achieved through skilled presentation and persuasion. Where necessary, authority is delegated by the Director of HR.

Training:

Must complete 5 hours of professional development in addition to the required trainings each calendar year.

Education/Experience requirements:

  • Bachelor’s Degree in business or human resource management or related field
  • 5 years’ experience in human resources and/or benefits administration
  • Certified Employee Benefits Specialist preferred; Retirement Plans Associate preferred
