Contract: 260 days a year – 8 hours a day
The Benefits Coordinator is a Human Resources professional responsible for managing and administering employee benefits programs. By providing exceptional support and guidance to employees regarding their benefits options, the Benefits Coordinator will enhance employee satisfaction and contribute to a positive workplace environment.
The Benefits Coordinator is expected to independently perform work of a varied nature in accordance with broadly defined procedures and guideline with minimal supervision. Prioritize and plans work according to meeting enrollment deadlines, payroll cutoff periods and department service agreements. Work is controlled by state and federal requirements and procedures, district policy and regulations, collective bargaining agreements, and direction of the administrator.
Directly Report to: Human Resources (HR) Director
Core Duties:
- Assures all district employees are enrolled in appropriate medical, dental, life, long-term disability, and flexible spending benefit programs by providing appropriate forms and information to temples, dependents and beneficiaries.
- Conducts new employee orientations
- Prepare new employee benefits packets
- Assists organization of benefits fairs and meetings
- Monitors employee personnel actions for eligibility
- Administer multiple benefits programs (SEBB, DRS, etc.)
- Ensure compliance with state regulations such as Affordable Care Act (ACA) and Paid Family Medical Leave (PFMLA)
- Receives, researches, and responds to employee inquires concerning benefits and payroll related transactions.
- Maintain accurate employee benefits and retirement records
- Serve as a liaison between the organization and insurance/retirement companies
- Provides information and serves as primary contract to district employees regarding group insurance coverage and other benefits programs.
- Responds to inquires about enrollment and eligibility of benefits, retiree stipend information and/or refers employee to appropriate authority/office when necessary (e.g., retirement system).
- Prepares, or works with third party provider to prepare and provide, COBRA applications and enrollment change forms to eligible district employees while maintaining proper documentation to ensure compliance with federal law.
- Maintains current knowledge of bargaining agreements and contracts, payroll and benefit related laws and regulations, and District personnel and payroll policies.
- Completes insurance verification letters and forms for employees for such purposes as child support, and coordinator of benefit plans with federal Medicare program(s).
- Provides information for the district benefit website to assure information presented is accurate and current.
- Assists with scheduling of supplemental retirement providers at schools for employee meetings.
- Establishes and maintains such benefits records as are required. Reconciles financial reports related to benefit programs and enrollment.
Minimum Qualifications:
- Successful experience in working with culturally diverse families and communities, or have otherwise demonstrated a commitment to strengthening engagement of a diverse community and skill in communicating with a diverse population.
- Associate degree or equivalent training and experience in business, accounting, or related functions.
- Two (2) years of substantive and progressively responsible HR or payroll accounting experience in a reasonably complex environment (e.g., multiple work groups, management/salaries/hourly employees, unionized workers, etc.)
- Able to work in an environment with frequent interruptions and changing tasks and priorities.
- Able to understand and execute oral and written instructions and adherence to policy and procedure.
- Able to communicate effectively using tact, courtesy and good judgement.
- Able to remain calm and focused to assist employees who may be emotional, distraught, or frustrated.
- Abele to follow written and verbal direction, maintain a high level of confidentiality, and take the initiative when necessary.
- Ability to effectively communicate on complex issues with a high level of effectiveness.
- Ability to provide effective advice and training to other employees regarding program area.
- Able to organize work and set priorities for accomplishing work in a timely and effective manner.
- Able to work collaboratively and effectively with other staff, employees, and supervisors.
- Establishes and maintains effective working relationships with other employees, agency representatives and the general public.
- Skill in the use of office computer equipment and use standard office software and automated payroll and accounting systems.
Desired Qualifications:
- Bachelor’s Degree in HR, Business, or Accounting.
- Experience in a public-school setting payroll, benefit, and/or accounting systems.
