Position Title: Bid Lead
Department: Tendering & Estimation
Position Summary
The Bid Lead is responsible for managing and coordinating the full tender lifecycle for mechanical, electrical, and ELV packages. The role supports the Tendering & Estimation Manager while leading technical, commercial, and contractual bid activities to ensure compliant, competitive, and risk-managed submissions.
The Bid Lead serves as the central interface between engineering, procurement, planning, commercial, contracts, and external stakeholders.
Key Responsibilities
1. Bid Management & Coordination

Lead the complete bid process from ITT receipt through submission and post-tender clarification.

Develop bid execution plans, schedules, and responsibility matrices.

Coordinate with internal departments and JV partners where applicable.
-
Ensure compliance with client submission procedures and deadlines.
2. Technical Evaluation & Compliance
-
Review drawings, specifications, and employer’s requirements.

Saudi Building Code (SBC)

SEC standards & specifications
-
Civil Defense & life safety requirements
-
Local authority regulations
-
Identify scope gaps, constructability risks, and VE opportunities.

Coordinate technical RFIs and clarifications.
3. Commercial & Cost Coordination
-
Coordinate quantity take-offs and pricing inputs across mechanical, electrical, and ELV systems.

Validate vendor quotations, cost build-ups, and subcontractor pricing.
-
Support pricing strategy, benchmarking, and competitiveness reviews.
-
Ensure technical scope alignment with commercial submissions.
4. Contractual & Risk Assessment
-
Review ITT conditions, contracts, and commercial obligations.
-
Identify contractual risks, liabilities, and compliance exposures.
-
Maintain bid risk register with mitigation strategies.
-
Prepare clarifications, exclusions, and qualifications.
5. Vendor & Subcontractor Management
-
Coordinate RFQs to approved suppliers and specialist subcontractors.
-
Evaluate technical compliance and commercial completeness.
-
Support negotiations to secure competitive pricing and delivery commitments.
-
Maintain supplier performance and pricing benchmarks.
6. Proposal Preparation & Submission
-
Compile technical and commercial submissions in line with client requirements.
-
Ensure professional formatting, compliance, and completeness.
-
Prepare executive summaries and bid review documentation.
-
Lead final submission packaging via portals (Aconex, SAP Ariba, etc.).
7. Value Engineering & Bid Optimization
-
Identify cost-saving alternatives and system optimizations.
-
Propose compliant alternatives aligned with client expectations.
-
Support VE workshops and post-tender negotiations.
8. Post-Tender Support & Handover
-
Manage post-tender clarifications and client technical meetings.
-
Support negotiations and BAFO submissions.
-
Ensure structured handover to project execution teams upon award.

Qualifications & Experience
Education
Bachelor’s degree in Mechanical or Electrical Engineering.
Experience
-
7–12 years in MEP tendering, estimation, or engineering in the construction industry.
-
Experience with large-scale developments, hospitality, healthcare, infrastructure.
-
Proven track record managing complex bids.
Technical Knowledge
-
MEP systems design and installation practices.
-
Saudi regulatory requirements.
-
Understanding of FIDIC contract principles and commercial risk management.
-
Experience in Instrumentation, ELV, life safety, Data Centers or district cooling systems is advantageous.
