Position Overview
We are seeking a highly skilled and detail-oriented Bid Proposal Writer with proven experience in U.S. State and Federal Government contracting. The ideal candidate will bring strong expertise in technology and domain knowledge, with a track record of developing compliant, persuasive, and high-quality proposals for IT, staffing, and consulting services. This role requires the ability to manage the entire proposal lifecycle—from opportunity identification to final submission—ensuring proposals are competitive, client-focused, and aligned with agency requirements.
Key Responsibilities
- Lead and manage the end-to-end proposal development process for U.S. State Government RFPs, RFIs, and RFQs.
- Analyze solicitation documents to extract key requirements, compliance needs, and evaluation criteria.
- Develop win themes, value propositions, and tailored proposal strategies that resonate with client needs.
- Collaborate with cross-functional teams (technical, operations, business development, and leadership) to gather inputs and create compelling content.
- Write, edit, and proofread proposal sections (executive summaries, technical narratives, management approaches, past performance, resumes, cost narratives, etc.).
- Ensure compliance with procurement regulations, state-specific guidelines, and agency instructions.
- Conduct competitive analysis and capture management to strengthen bid positioning.
- Build and maintain content libraries, templates, and compliance checklists for efficient proposal turnaround.
- Coordinate timelines, deadlines, and deliverables to ensure timely and accurate submission.
- Support post-award activities including vendor communication, purchase order management, and contract documentation.
Required Qualifications
- Bachelor’s degree in English, Business, Communications, Public Administration, or related field (Master’s preferred).
- 3+ years of proven experience in proposal writing and bid management, with a focus on U.S. State Government IT and staffing contracts.
- Strong understanding of government procurement processes, FAR/DFARS, and state contracting regulations.
- Expertise in RFP, RFO, RFI, and RFQ processes, compliance management, and proposal strategy.
- Excellent written and verbal communication skills with the ability to create clear, concise, and persuasive narratives.
- Strong project management skills, capable of balancing multiple bids simultaneously under strict deadlines.
- Proficiency in MS Office Suite (Word, Excel, PowerPoint) and experience with proposal automation tools or CRM systems.
- Ability to engage with technical SMEs and leadership teams to translate complex solutions into client-friendly content.
Preferred Qualifications
- Experience writing proposals for state agencies in Texas, California, New York, or other major states.
- Knowledge of IT domains (cloud, AI/ML, data analytics, ERP, enterprise software) and staff augmentation models.
- Certification(s) in APMP, Shipley, or Proposal Management methodologies.
- Familiarity with international bidding processes is a plus.
