Job Summary
The Bilingual (English–Japanese) HR & Admin Manager oversees Human Resources, administration, and facility operations to ensure effective people management and a well-functioning workplace. This role partners with leadership to align HR strategies with business goals, manages employee relations and compliance, and maintains workplace safety and efficiency. The Manager also supervises staff, coordinates with vendors, and supports a positive, compliant, and productive work environment.
Essential Duties
Human Resources
· Develop and implement HR strategies, policies, and programs aligned with organizational goals.
· Manage the full employee lifecycle, including recruitment, onboarding, training, employee relations, and terminations.
· Oversee payroll administration, including accurate processing of employee pay, deductions, and adjustments in compliance with federal and state regulations.
· Coordinate with finance and external payroll providers to ensure timely and accurate payroll operations.
· Maintain payroll records and generate related reports for management and compliance purposes.
· Ensure all payroll has been processed accordingly.
· Ensure all HR processes comply with federal, state, and local employment laws and regulations (e.g., FLSA, FMLA, Title VII, ADA, HIPAA, ACA, and other applicable labor laws).
· Lead change management initiatives to drive organizational growth, cultural alignment, and process improvements.

· Oversee employee relations, performance management, compensation, and benefits administration to foster a positive and productive workplace.
· Maintain and update HR policies, procedures, and the employee handbook.
· Support employee learning, development, and engagement initiatives.
· Provide guidance and support to managers and employees on workplace matters.
Admin/Facilities Operations
· Oversee the daily operations and maintenance of company facilities, including office and common areas for Waikiki offices.
· Manage Admin staff and contractors; ensure tasks are completed safely and efficiently.
· Manage vendor and service contracts (janitorial, security, waste management, etc.).
· Ensure compliance with health, safety, and environmental regulations.
· Coordinate office space planning, moves, and workplace optimization projects.
· Manage facility budgets and contribute to cost-saving and efficiency strategies.
Supervisory Responsibilities
Directly supervises HR, administrative, and facilities staff. Responsibilities include hiring, training, assigning work, evaluating performance, coaching for professional development, and ensuring compliance with company policies and applicable laws.
Qualifications
· Education: Bachelor’s degree required; Master’s degree preferred.
· Experience: 5–8 years of progressively responsible HR and/or administration experience.
· Language Skills: Proficiency in business writing and communication in both Japanese and English.
· Certifications: SPHR and/or SHRM-SCP strongly preferred.
