Bilingual Services Specialist (Early Learning) - Spanish

Description

Analyze, plan, develop, and facilitate the design and delivery of bilingual programming, services and outreach that support families and children which speak languages other than English to educational institutions, governmental partners and community agencies; provide staff and partner training; facilitate outreach activities and programming with staff and outside agencies.

  • Plan, manage, organize, and deliver programs to educational institutions, governmental partners, and community agencies.
  • Facilitate the design and delivery of bilingual-related programming for staff, speakers of languages other than English, and community agencies in Sacramento County and the City of Sacramento.
  • Conduct outreach activities for bilingual-service organizations, including but not limited to, bilingual service centers, English as a Second Language (ESL) providers, and immersive language contributors; coordinate outreach activities and program delivery with staff.
  • Act as liaison and primary contact for bilingual service providers for all ages within the Sacramento Public Library service area.
  • Work with Library staff to develop and implement best practices for serving speakers of languages other than English and their families.
  • Facilitate relationships between staff and educational institutions, governmental partners, and community agencies.
  • Identify challenges in the delivery of services and recommend solutions.
  • Coordinate development of customized age-appropriate book collections (bibliographies) and webliographies for speakers of languages other than English of all ages.
  • Coordinate development of technology and media programming for speakers of languages other than English.
  • Promote the Library within service area; represent the library to other agencies and organizations.
  • Plan, develop, and present formal and informal presentations.
  • Develop, prepare, and maintain reports, summaries, files and databases.
  • Develop and deliver training regarding effective bilingual programming and outreach for Library staff.
  • Travel throughout the Sacramento area.
  • Perform other related duties as assigned.

Qualifications

Experience: Two (2) years’ experience as a Librarian or working with English language learners in an educational setting is required.

Education: Master’s degree in Library Science from an American Library Association (ALA) accredited university is required. Proficiency in a language other than English is preferred.

  • Best practices in bilingual services, including guidelines and standards published by ALA, ALSC, YALSA and other recognized organizations.
  • Best practices in community engagement and assessment.
  • Sacramento educational institutions and community agencies.
  • Correct English and language usage, punctuation, spelling and grammar.
  • Current and emerging trends and innovations in literacy and bilingual library services.

Ability To

  • Communicate utilizing excellent interpersonal, oral and written communication skills.
  • Act as an effective and articulate representative of Sacramento Public Library.
  • Effectively present information to groups using visual aids (PowerPoint, etc.).
  • Develop and deliver training to diverse groups.
  • Work with families and children which speak languages other than English, instill passion for reading and promote lifelong learning.
  • Establish and maintain effective working relationships.
  • Exercise sound judgment and make independent decisions.
  • Learn, interpret, explain and apply Sacramento Public Library’s policies and procedures.
  • Prepare accurate and reliable documents and reports containing findings, conclusions and recommendations.
  • Model and provide excellent customer service.
  • Establish priorities and organize work; meet schedules and timelines.
  • Effectively coordinate activities and relationships on behalf of the library.
  • Operate personal computer and software programs.

Working Conditions

Physical/Mental Abilities

  • Mobility – Ability to remain in a stationary position for long periods of time while operating a keyboard; occasional movement about the inside of the office to access file cabinets, books, office machinery, etc.
  • Move – Occasional movement of items weighing 10 pounds or more.
  • Perception – Ability to observe details at close range; frequent need for use of color perception, reading and/or close-up work.
  • Communication – Constant communication in person and on the telephone; occasionally speaking in front of large groups of people.
  • Special Requirements – Requires occasional weekend or evening work, including on-call during weekend and nights for emergencies.
  • Emotional/Psychological – Constant concentration, decision-making and public contact; ability to exercise sound judgment, especially under stressful situations; and working alone.
  • Environmental Conditions – Occasional exposure to noise.
