Broadband Infrastructure Strategy Consultant

Job Description

We are seeking an experienced Broadband Infrastructure Strategy Consultant to support Montgomery County Government in evaluating and advancing its broadband and FiberNet ecosystem. This role will focus on strategic planning, data analysis, stakeholder engagement, and development of a multi-year modernization roadmap and reporting framework.

The ideal candidate brings deep expertise in telecommunications, broadband infrastructure, and public-sector strategy, along with strong analytical and communication skills.

Key Responsibilities

  • Lead development of a Five-Year Broadband Infrastructure Modernization Plan
  • Design and execute data collection and analysis strategies
  • Conduct cost-benefit analysis and benchmarking of broadband investments
  • Engage stakeholders and facilitate meetings and workshops (up to 12 sessions)
  • Develop key deliverables including:
  • Data Request Memorandum
  • Stakeholder Engagement Plan
  • Interim and Final Reports
  • Cost/Benefit Analysis
  • Final Modernization Plan (25–30 pages)
  • Create a Broadband Impact Reporting Framework, including KPIs and reporting templates
  • Collaborate with County staff and support knowledge transfer
  • Provide executive-level insights and recommendations

Required Qualifications

  • Proven experience in:
  • Broadband infrastructure planning
  • Fiber network strategy
  • Telecommunications analysis
  • Financial and cost-benefit analysis
  • Experience working with public-sector or large enterprise organizations
  • Strong stakeholder engagement and facilitation skills
  • Ability to produce high-quality executive reports and strategic plans
  • Bachelor’s degree in Telecommunications, Engineering, IT, Finance, or related field (Master’s preferred)

Preferred Qualifications

  • Experience with:
  • Fiber networks and data centers
  • Digital equity initiatives
  • Government broadband programs
  • Relevant certifications in telecommunications, project management, or finance

Pay: $80.00 - $130.00 per hour

  • Do you have experience working with public-sector or government clients on large-scale technology or infrastructure initiatives?
  • Have you conducted cost-benefit analysis or financial modeling for telecommunications or infrastructure investments?
  • Do you have experience engaging and facilitating discussions with multiple stakeholders, including executive-level leadership?
  • Are you able to develop comprehensive strategic plans and formal reports (25+ pages) for executive decision-making?
