Pierce Pepin Cooperative Services (PPCS), located in Ellsworth, WI, seeks a Broadband Network GIS Designer to support the growth and expansion of our fiber optic broadband network, SwiftCurrent Connect. PPCS is a growing electric cooperative that serves over 7,000 members in western Wisconsin. Our broadband subsidiary, SwiftCurrent Connect, provides fiber internet to over 5000 customers and is rapidly growing. This individual will play a key role in network planning, mapping, and design as we expand service areas using BEAD funding from NTIA. The ideal candidate will understand GIS systems and the ability to collaborate with contractors, consultants, landowners, and customers. Experience with designing fiber networks is preferable, but not a requirement.

Essential Job Duties
The Broadband Network GIS Designer supports the planning, design, and implementation of fiber optic networks through detailed GIS-based design and field validation. This position develops and maintains accurate network maps, performs on-site route assessments, and collaborates with contractors, engineers, and stakeholders to ensure efficient and compliant network construction. This position assists in resolving right-of-way challenges, verifies design accuracy during and after construction, and maintains up-to-date documentation and as-built records. This role plays a key part in ensuring high-quality broadband infrastructure that meets technical, regulatory, and project standards.
· Fiber Network Design
o Develop detailed fiber optic network designs using GIS tools.
o Construct and edit fiber route designs, incorporating both aerial and underground infrastructure.
o Utilize Vetro Fiber Mapping or similar software to manage network planning and design.
· Field Work & Validation
o Conduct field ride-outs to assess and validate proposed routes.
o Confirm placement of fiber lines, pedestals, splice cases, vaults, and other network elements.
o Perform real-time design edits in the field as necessary.
· Stakeholder Engagement
o Coordinate with customers, landowners, municipalities, and other stakeholders to ensure minimal disruption during fiber placement.
o Resolve right-of-way or easement challenges with assistance from other employees.
· Collaboration & Vendor Support
o Work closely with construction contractors, consultants, and equipment vendors.
o Support managers in ensuring design and construction align with funding requirements and project timelines.
o Provide QA/QC oversight on fiber buildouts, ensuring design accuracy and adherence to specifications.
o Document and record all “as-builts” in the mapping system.
o Assist with updating GIS databases to reflect current and completed projects.
Knowledge, Skills, and Abilities
· Associate or bachelor’s degree in GIS, Geography, Engineering, Telecommunications, or relevant degree is preferred.
· 2–5 years of experience in GIS mapping, network design, or telecommunications infrastructure (fiber preferred).
· Experience using GIS platforms such as Esri ArcGIS, ArcGIS Pro, or Vetro Fiber Mapping (or similar network design software) is preferred.
· Fieldwork experience with fiber optic or utility networks is desirable.
· Familiarity with NTIA BEAD-funded project and associated compliance requirements.
· Knowledge of permitting and right-of-way acquisition processes.
· Experience working in a team-oriented, collaborative environment.
· Demonstrate cooperative shared values and embodies servant leadership.

Compensation and Benefits
PPCS offers a competitive compensation and benefits package. Salary based on experience.
Job Type: Full-time
Pay: $55,000.00 - $70,000.00 per year
