Budget Administrator (Police) (TEMPORARY)

JOB
Incumbents to a position in this class conduct fiscal reviews of the Department’s budget with the intention of improving the fiscal position of the Department through review and analysis. This is an important fiscal management position involving responsibility for analyzing budget requests and monthly budget appropriation and expenditure reports to assure departments do not exceed their budgeted allocation and takes appropriate action as necessary. The Budget Administrator will also be responsible for the coordination, collection and processing of all budgetary and fiscal data and other related data needed to perform the duties of this position. Incumbents exercise independent judgment in many situations and are tasked with generating new ideas for revenue sources and expense savings. Expected to succeed in a fast-paced environment that changes frequently, and in some cases be the driver for this change. Immediate supervision is received from the department head, his/her designee, or an employee in a position so designated by the department head and the incumbent will work closely with the Department of Administration & Finance.

Act as confidential advisor to Commissioner regarding Department budgetAnalyze fiscal cost data and reports to develop strategies for overall Department goalsCreate policies regarding grant applications and budgetsImproves and assisting in designing new record systems and information management systemsGenerate and implement ideas for improvement of the Department to increase efficienciesBe the primary driver of the Department for generating new revenue or cost savings ideasPrepares various reports and as requestedPerforms related duties as required

SUPPLEMENTAL INFORMATION
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICSGood knowledge of governmental procedures and municipal budgetary controls;Good knowledge of staffing patterns and their relationship to cost;Good knowledge of the general principles and techniques involved in cost studies;Working knowledge of simple parametric statistics;Ability to understand and interpret laws relating to municipalities on financial matters;Ability to collect, analyze and evaluate data in both qualitative and quantitative techniques;Ability to understand the basic concepts of performance budgeting;Ability to present data, reports and comments clearly and concisely in either oral or written form;Ability to prepare financial reports and exhibits;Ability to establish and maintain cooperative relationships with others;Ability to brainstorm and problem solve independently and with others;Ability to adapt and often implement change;Ability to thrive in a fast-paced environment;Ability to self-start and perform research;Ability to work with personal computers and various spreadsheet software;Physical condition commensurate with the demands of the position.THE CITY OF BUFFALO IS AN EQUAL OPPORTUNITY EMPLOYER.
