Budget Analyst / Cost Estimator

Job Description

Strategic ACI is seeking a Budget Analyst / Cost Estimator to provide financial management and cost estimating support to the Army Geospatial Center (AGC). This role supports a mature, growing acquisition program and contributes to planning, programming, budgeting, execution (PPBE), and lifecycle cost estimating activities.

Responsibilities:
Financial Management & PPBE SupportAssist the Government with financial management operations and budget analysis.
Support planning, programming, budgeting, and execution (PPBE) activities.
Monitor and coordinate program resource allocations and fiscal execution.
Support program and budget reviews and spend plan development.

Cost Estimating & AnalysisDevelop Life-Cycle Cost Estimates (LCCE) and Independent Government Cost Estimates (IGCEs).
Implement Earned Value Management (EVM) best practices.
Support financial requirements definition, collection, and management.
Conduct financial data analysis, identify trends, and generate reports using automated tools.

Acquisition & Resource ManagementSupport equipment procurement activities, including pricing, purchasing, receiving, and inventory.
Assist with oversight of resource management processes.
Support internal program build activities, analyses, events, and documentation.

Qualifications:
Required
Active Secret Clearance.
Bachelor’s degree in Business, Finance, Accounting, Economics, or a related field (or equivalent experience).
Minimum 5 years of demonstrated experience with DoD or other government budgetary and financial processes.
Experience with equipment purchasing and procurement support.
Direct experience using Automated Cost Estimating Integrated Tools (ACEIT) is required.
Experience with life-cycle cost estimation (LCCE).
Desired
Experience with DoD and Intelligence Community funding programs and budget execution.
Familiarity with DoD and IC acquisition programs and budgets.
