The Budget Analyst - Specialized Services will support the Specialized Services Compliance Supervisor in maintaining accurate financial and staffing records for the Student Services Department. This role assists with ongoing budget monitoring, including tracking expenditures and allocations, and supports data collection processes to ensure the integrity of departmental information. Additionally, the position contributes to the preparation and dissemination of reports related to financial, staffing, and compliance activities, helping to inform decision-making and ensure adherence to organizational requirements.
The starting salary range is $78,500 - 88,500 (12 months/260 days)

Plans and carries out budget procedures/systems for Specialized Services Department including routine monitoring of department expenditures and revenues and communicate monitoring status to department administrators; assists department in the preparation of department budgets and budget materials; reviews and makes recommendations on department budget proposals; assists in the development of multi-year forecast estimates for department budget/allocation.

Manages financial records, reconciliation, reporting and auditing for all Specialized Services internal, State, Federal and grant related funds. This includes ADA §504 supported programs and services IDEA preschool entitlement, IDEA flow through, and miscellaneous special education discretionary grants.

Produces all documents for data collection and monitoring reports for all special education district programs. Compiles and organizes all data elements for special education programs

Prepares all budget worksheets for all special education related programs and services. Monitors and prepare revisions as necessary.

Manages grant applications and revisions for IDEA preschool entitlement, IDEA flow through, and miscellaneous special education discretionary grants. Coordinates completion of Time and Effort Reporting requirements.

Calculates the district¿s IDEA proportionate share expenditure and requirements. Maintains tracking of students parentally placed in private or parochial schools for reporting purposes. ;Works with staff for completion of Personnel Activity Reports and costing of expenditures.

Maintains all Specialized Services allocation/staff data from Human Resources, Budget/Planning, and Student Services administrators with information gathered from schools. Communicates and problem-solves all discrepancies.

Processes all Specialized Services hiring documents, to include: vacancy notices, recommendations to hire, etc.

Completes and verifies all student and staff information supporting enrollment/allocation snapshots for students enrolled in Special Education programs. ;

Assists Specialized Services Compliance Supervisor in coordination of office management functions, including office space modifications, phone service, etc.

Prepares and submits the High Cost Student data reporting.

Provides training and technical support on data management/student information systems.

Assists/supports Specialized Services Compliance Supervisor with district-wide duties and projects.

Delivers training and provides support for Medicaid billing system users.

Eligible candidates must have: ;

Bachelor's degree in accounting, finance or related field

Three years of successful administrative support, budgeting/accounting and auditing experience or a combination of experience and formal documented training.

Equivalent combinations of education, formal documented training, and experience will be considered

Advanced knowledge of and proficiency with databases.

Ability to proficiently use a computer with strong technology skills, proficient with Microsoft Office programs, (Word, Excel), Gmail, Google Drive, and personnel management platforms. ;

Ability to follow FERPA and MPS policy requirements regarding student confidentiality.

Ability to respect highly sensitive student/family information in a confidential and professional manner.

Proficiency and skill in accounting/bookkeeping/record keeping practices and procedures.
