Budget and Financial Analyst II

General Qualifications:

• Leadership role directing interdisciplinary acquisition operations;
• Proven ability to execute to project milestones and applied cost, schedule, and performance management;
• Expertise with DODI 5000.02 acquisition practices and FAR/DFARS contract management; and
• Effective verbal and written communication skills.

Performance Based Tasks Required

• Works directly with Government Senior Budget Analysts to support the Directorate financial management process.
• Analyzes accounting records to determine financial resources required to execute programs and makes recommendations for budget allocations to ensure conformance to budgetary limits.
• Plans and carries out budget procedures including monthly monitoring of Directorate expenditures and revenues and communicating monitoring status to management.
• Prepares Directorate budgets and budget materials.
• Reviews and makes recommendations on budget proposals.
• Develops forecast estimates for expenditures and revenues; reviewing department performance measures.
• Develops and maintains budget monitoring models and coordinates production of the formal monitoring report.
• Summarize budgets and submit recommendations for the approval or disapproval of funds requests.
• Reviews operating budgets to analyze trends affecting budget needs. Makes recommendations as needed

Experience:

• Mininum Associates Degree in Finance
• DAWIA, or FAI Certification (Financial Mgmt) desired
• 3-5 years of DoD Budget and Finance experience
• Experience with Defense Agencies Initiative (DAI) system
• Experience with SABRES/CERBERUS
