GENERAL STATEMENT OF DUTIES: Supervises inspections of properties of new construction and applies building regulations; investigates complaints of alleged violation and assists Building Official in enforcing and prosecuting violators; works under general supervision of the Building Official.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The essential functions or duties described below are the primary functions and duties of the position. - Investigates complaints to determine if permits are required.
- Creates and maintains report of findings on complaints.
- Posts Stop work order when required.
- Prepare violation letters for enforcement.
- Works with other agencies for compliance of Building Codes.
- Research records for proper use of structures.
- Assists the public with questions on the Permitting process.
- Contacts owners or applicants on existing open permits to assists in close out of permits.
- Works in conjunction with Zoning, Engineering, and Fire Marshal’s office to close out open permits.
- Performs other related functions requested by the Building Official.
MINIMUM EDUCATIONAL REQUIREMENTS:
- High School or vocational school graduation. including courses in general mathematics, drafting, or related subjects.
- Two years of general experience in construction, land use, real estate, engineering, architecture, drafting, or related field.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of applicable state, federal and local ordinances, laws, rules, and regulations.
- Ability to learn computer applications and software programs related to performance of the essential functions of the job, including, but not limited to Microsoft applications Word and Excel, EnerGov and the city’s permit and complaint system.
- Possess professional customer relations and mediation techniques.
- Investigative principles and practices.
- Proficiency in referencing City Building codes and state regulations.
- Ability to handle financial transactions.
- Provide courteous, accurate and solution-oriented advice to all customers.
- Knowledge of local geography.
- Knowledge of building and construction methods.
- Familiarity with principles of land use.
LICENSES AND CERTIFICATIONS: A valid Connecticut Driver’s License is required for transportation between various sites.

- While performing the duties of this job, the employee is frequently required to walk, sit and talk or hear. The employee is occasionally required to climb or balance; stoop, kneel, crouch or crawl. The employee must frequently lift and/or move up to 25 pounds and occasionally lift weights up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
- While performing the duties of this job, the employee occasionally works near moving mechanical parts or in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, fumes, toxic or caustic chemicals or airborne particles, risk of electrical shock, and vibration.
