Description:

Purpose of Position

This position is responsible for plan review, the issuance of building and occupancy permits, field inspections to determine compliance with building, mechanical, fuel gas, energy, fire, electrical, and sign construction codes and the inspection of all construction projects. The Building Official also maintains the necessary files and processing for all permits, plans, and code violations. Investigates and takes the appropriate action on all code/ordinance violations and attends Planning and Zoning meetings.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Completes building inspections, performing on-site inspections of new and existing structures for compliance with adopted ICC codes and ordinances.
  • Reviews site plans, conducts plan reviews, and reviews plans for compliance.
  • Checks licenses of contractors and builders.
  • Inspects foundations, basement rough-in, sewer, lateral inspection, rough inspection, and final inspection for residential, commercial, industrial, and institutional buildings.
  • Re-inspects for life safety on each change of occupancy according to local ordinance.
  • Ensures flood plain ordinance compliance.
  • Enforces zoning requirements.
  • Reviews and issues residential and commercial building permits.
  • Reviews and issues land disturbance permits.
  • Updates code changes as adopted, and updates forms and documents for the public.
  • Performs water and sewer tap inspections.
  • Ensures that the taps meet the code standards.
  • Works with citizens, builders, and contractors to answer questions regarding building codes.
  • Maintains reports and filing systems for permits, inspections, and reports.
  • Follows all safety responsibilities and policies, and ensures work is done with personal protective equipment. Maintains a clean and safe work environment.
  • Enforces dilapidated housing codes and initiates condemnation procedures on derelict and unsafe properties.
  • Maps and maintains GIS system for stormwater.
  • Maintains GIS, GPS, and computer equipment as needed.
  • Provides backup for Inspector and performs inspection functions.
  • Works with citizens, builders, and contractors to answer questions regarding building and health safety codes.
  • Attends Board of Aldermen meetings as requested, presents information for the public, receives public input, and provides plans for consideration by governing body.
  • Represents building department in any court hearings and works with prosecutors on violations and abatements for compliance.
  • Directs stormwater management, oversees compliance for the MODNR MS4 stormwater permit, and serves as a member of the Jefferson County Stormwater Commission.
  • Serves as City Flood Plain Administrator, issues flood plain permits, approves elevation certifications, responds to citizen questions.
  • Provides long-term planning for land use for the City, ensures plans are up to date, and works with Planning and Zoning Committee as a staff member.

Assist other departments as assigned.

Supervision

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Involves supervisory responsibility for one or more full-time individuals, involvement in the recruitment and selection process of employees, prepares and conducts employees’ performance appraisal and disciplinary measures, and assists with the hiring and firing process. Additional responsibilities include supervising direct reports through coaching, interviewing, hiring, and training employees; planning, assigning, and directing work; addressing complaints and resolving problems.

The employee is occasionally required to sit; climb or balance and stoop, squat, bend, twist, kneel, crouch, or crawl. Lifting, moving, pushing or pulling up to 10 pounds does generally occur. Specific vision abilities required by this job include close vision, color vision, depth perception, distance vision and ability to adjust focus.

While performing the duties of this position, the employee is exposed less than one third of the time to conditions such as moving mechanical part; fumes or airborne particles; toxic or caustic chemicals and outside weather conditions. The noise level in the work environment is usually moderate. The stress level associated with this position is average. There is occasionally overtime and night work to attend committee/board meetings. There is no shift work associated with this position. This position includes work done indoors, outdoors, and in all types of weather conditions.

Requirements:

Minimum Training and Experience Required to Perform Essential Job Functions

High School Diploma or GED

3+ years related experience and/or training

Preferred Training and Experience Required to Perform Essential Job Functions

5 years of experience in supervising planning and zoning, building inspections, construction, or a related field; or an equivalent combination of education and experience that would provide the required knowledge, skills, and abilities.

Other Requirements – Certificates/Licensures

Valid Driver’s License

  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
  • Ability to maintain good driving skills.
  • Ability to read and interpret documents such as safety rules, building plans, operating and maintenance instructions, and procedure manuals.
  • Ability to reliably and predictably carry out duties.
  • Ability to write routine reports and correspondence.
  • Available to be on call evenings, weekends, and holidays.
  • Knowledge and proficiency in Flood Hazard Mitigation, NFPA Codes, ICC Codes, and all City Ordinances pertaining to building.
  • Knowledge and proficiency with plumbing and construction.
  • Knowledge of chemicals and working safely, including OSHA standards and regulations.
  • Knowledge of general office skills including public relations and file management.
  • Knowledge of OSHA standards, federal and state statutes affecting the department, and the general functions of municipal government.
  • Skills in time management, decision making, team member, multi-tasking, and meeting deadlines.
  • Skills, experience, and proficiency with carpentry, concrete work, plumbing, electrical, and mechanical.
  • Ability to provide leadership and management for the City’s code enforcement depatment.
  • Skills in applying statutes, rules, ordinances, codes, and regulations.
  • Knowledge of federal, state, and local building, zoning, housing, and safety laws, rules ordinances, codes , and regulations.
  • Knowledge of International Building Code, International Residential Code, National Electric Code, International Plumbing Code, International Mechanical Code, as well as other adopted International Construction Codes, and related state and local regulations.
