Building Systems & Preventative Maintenance Supervisor

Job Overview

The Building Systems and Preventive Maintenance Supervisor is responsible for overseeing the operation, inspection, and preventive maintenance of building systems across Housing Authority–owned and managed properties. This position ensures all properties meet or exceed HUD requirements, including NSPIRE standards, by maintaining safe, sanitary, and fully functional housing conditions.

The Supervisor plays a critical role in protecting the Housing Authority’s physical assets, supporting resident health and safety, and maintaining ongoing compliance with federal, state, and local regulations through proactive maintenance planning, inspections, and supervision.

Essential Duties and Responsibilities

  • Plan, implement, and oversee a comprehensive preventive maintenance program aligned with HUD and NSPIRE requirements to ensure building systems remain safe, functional, and compliant.
  • Oversee HVAC, electrical, plumbing, elevators and mechanical system repairs, replacements, and installations.
  • Conduct, supervise, and document routine and scheduled inspections of common areas and building systems to identify health, safety, and habitability deficiencies in accordance with NSPIRE standards.
  • Oversee all annual maintenance contracts and associated warranties, ensuring compliance with procurement policies, timely renewals, and adherence to contract requirements.
  • Coordinate maintenance activities in preparation for and support of HUD, NSPIRE, and other regulatory inspections.
  • Coordinate with contractors, plumbers, electricians, and other licensed professionals for specialized maintenance projects and repairs.
  • Supervise and provide direction to the Housing Authority’s in-house inspection team.
  • Maintain accurate, complete, and audit-ready records of inspections, preventive maintenance activities, work orders, and corrective actions.
  • Collaborate with property management, inspections, capital improvements, finance, and compliance staff to support asset management goals and long-term preservation of Housing Authority properties.
  • Assist with the development of maintenance budgets, capital planning input, and equipment replacement schedules to reduce future NSPIRE findings and unplanned system failures.
  • Respond to emergency maintenance issues affecting resident health, safety, or habitability, including after-hours response as required.

Minimum Qualifications

  • Education: High school diploma or equivalent required; technical training or an associate degree in facilities maintenance, building systems, or a related field preferred.
  • Experience: Minimum of four (4) years of experience in building maintenance or facilities operations, preferably within public housing or HUD-assisted housing. Minimum of one (1) to two (2) years of supervisory or lead experience.
  • Knowledge of: Direct experience supporting HUD REAC and/or NSPIRE inspections. Certifications related to building systems, including HVAC, electrical, plumbing, or facilities management.
  • Skills and Abilities: Thorough knowledge of residential and commercial building systems and preventive maintenance practices, preferably within public or affordable housing environments.
  • Working knowledge of HUD regulations, NSPIRE inspection standards, and housing quality requirements related to health, safety, and functionality.
  • Strong supervisory, organizational, and problem-solving skills.
  • Strong written and verbal communication skills, including the ability to prepare inspection documentation and corrective action reports.
  • Proficiency with computerized work order systems and standard office software.
  • Valid driver’s license and ability to travel between Housing Authority properties.

Working Conditions

  • Work is performed in both office and field environments across multiple Housing Authority properties.
  • Position requires frequent inspections of units, common areas, roofs, and mechanical spaces, including climbing stairs and ladders.
  • May require evening, weekend, or emergency response to address NSPIRE-related or life-safety deficiencies.

Pay: $74,000.00 - $80,000.00 per year
