GENERAL DESCRIPTION OF WORK:

Performs supervisory and administrative functions necessary in directing the operations of a large group of full-time and part-time bus operators and of a small group of bus station supervisors. Responsible for assignment and monitoring of Bus Station Supervisor personnel and Bus Operators. Responsible for management of that bus service is dispatched from the garage according to established time schedules. Must be able to determine manpower and bus requirements to ensure service delivery. Works closely with Bus Service Transportation to determine manpower needs for special event service. Works closely with Fleet and Facilities staff to assure the availability of revenue vehicles to meet service demands. Works closely with the scheduling department to ensure efficient service delivery. Works closely with the Information Technology Division to ensure proper functioning of essential applications on Trapeze and the CAD/AVL system.

ESSENTIAL FUNCTIONS:

Coordinates and dispatches all bus operator assignments for revenue service, special events, and emergency response.

Performs extra board, sign-up, and operator bidding activities.

Inputs general payroll activities (contractual pay entitlements, sick pay, and various adjustments) and verifies accuracy of data/information; Gathers data, inputs, and validates entries to personnel records.

Assures staff work schedules are appropriate to the daily duties and responsibilities of the department.

Assures that departmental procedures are followed with regard to filling open assignments resulting from vacations, work failures, suspensions and other absences.

Prepares work schedule options for consideration by the Manager of Bus Service Operations.

Assists with developing goals, establishing goals and priorities.

Monitors and maintains positive discipline, works closely with Human Resources Division and Counseling to maintain disciplinary compliance.

Monitors Bus Operators’ absences for MO and/or miss-out plus on work planner to ensure that it is accurate.

Works closely with Counseling to maintain accurate attendance records.

Coordinates with personnel in the Fleet and Facilities Division to ensure that there are buses to meet service requirements.

Prepares operator signups; including creating signups in Trapeze Ops, posting seniority list and runs reports for the operators, and accepting and entering operator run, vacation bids, extra board bid and holidays.

Periodically ensures that all full and part-time operator runs are applied into Trapeze Work Planner.

Keeps track of paid and unpaid personal days for part-time operators.

Creates holiday schedules during each sign-up and ensure that we have adequate manpower to cover the service, conscript operators to cover service if necessary.

Posts vacated runs and conducts line signups, in accordance with requirements of the “Memorandum of the Working Conditions”.

Schedules operators for equipment training during new sign-ups.

Assures that bulletins, notices and other important information are up-to-date and communicated to all bus operators.

Works with the Information Technology Division to ensure the proper functioning of essential applications on Trapeze and the CAD/AVL system.

Conducts telephone/Internet conferences with Trapeze and IT regarding issues and updates of the software system.

Responsible for petty cash box reconciliation. Keeps track of Operator driver license.

Posts open runs for bid after they become available.

Ensures that the equipment money is processed and sent to Fiscal Management in a timely manner.

Conducts Ops-web training for full-time and part-time operators on how to bid runs from their personal computers.

Makes changes to part-time and student operator’s assignments.

Monitors Trapeze work planner.

Ensures that yellow slips are properly completed to pay operators on Special Duty assignments, labor management meetings, lost time and pending retraining and drug testing results.

Works with the Route Planning and Scheduling Department to ensure all block paddles are accurate.

Ensures the proper buses are on the correct block.

Trains all station supervisors with respect to the established duties and procedures encountered during the various shifts worked within the department.

Trains all station supervisors to be proficient in the use of Trapeze Ops software, as well as all other software used within the department.

Provides direction and ensure Station Supervisor personnel follow Department Standard Operating Procedures.

Supervises bus operators prior to their leaving the yard and upon returning to the yard, while on reserves, and while on limited/light duty.

Performs analyses and formulates recommendations to improve the functioning of the department.

Directs the preparation and assures the accuracy of daily, weekly and monthly reports. Conducts research and prepares special reports as required.

Assures that station supervisors have a thorough knowledge and understanding of, and are in compliance with, the Working Conditions, Operator’s Manual of Rules and Procedures and VIA Employee Manual as they pertain to the activities and responsibilities of the department.

Notifies bus operators to see Counselors, Supervisory or Managerial staff, Training and Development staff, and/or other internal departments when required.

Provides operators notification of CAF notices and ensures CAF responses are forwarded to appropriate personnel.

Responsible for overseeing and ensuring special event requirements are filled and dispatched.

Monitors and maintains an orderly VMC.

Must be able to assist in the event of an emergency.

Review documents submitted by bus operators such as accident/incident reports, first reports of injury and choice slips, are properly and accurately completed, processed, routed and/or filed.

Maintains a positive and exemplary attitude with regard to customer service, safety and productivity; VIA initiatives to promote equality of opportunity and treatment; and all policies contained in the VIA Employee Manual.

Oversees department activity in the absence of the Manager of Bus Service Transportation.

Maintains, supports, and promotes a safe environment while complying with all VIA safety rules, policies, and procedures.

Adheres to safety rules, regulations, policies and procedures to ensure the well-being of VIA employees, customers, and business partners.

This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.

REQUIRED EDUCATION AND EXPERIENCE:

Associate’s degree in business administration or related field and four (4) years of operations experience of which two (2) years must be in a transit bus station supervisor position. Experience may be substituted in lieu of education on a year-for-year basis up to two years.

ADDITIONAL REQUIREMENTS:

Must have a valid Class C Driver’s License. Must have a good driving record.

Must have a thorough knowledge of procedures for maintaining the rotation of the extra board, the daily extra board assignments and the posting of work orders.

Must have knowledge of applicable local, state, and federal laws, rules, and regulations governing public transit systems.

Ability to plan, organize, and monitor transit operations work.

Understand, interpret, and apply laws, rules, regulations, policies, procedures, and labor/management agreements.

Ability to operate computer systems proficiently. Exercise judgment and creativity in making decisions.

Ability to analyze situations, identify problems, and recommend solutions.

Must have ability to read and understand complex documents and spreadsheets containing written information, diagrams and/or numeric data.

Must be proficient with common computer applications, Microsoft Suite applications, Trapeze Ops and other software used by the department.

Must be able to communicate clearly and effectively orally, in writing, and via two-way radio.

Above average ability to perform mathematical functions.

Ability to make independent judgments within the limits of standard practice and bus service operations.

Must have the ability to deal tactfully and maintain an effective working relationship with bus operators, other company personnel and the general public.

Ability to delegate and coordinate work assignments/projects and other administrative duties.

Ability to work independently, with little or no supervision, while performing multiple concurrent tasks with different deadlines. Ability to maintain composure in a stressful environment.

Must maintain the confidentiality of sensitive information, materials, and personnel data. Must be able to travel off-property in company vehicles.

Must be flexible to travel out of state to conferences and/or training sessions.

May be able to operate revenue and non-revenue vehicles in the yard, streets, or highways if station supervisor has a valid CDL with P endorsement.

Positions in this classification are considered safety sensitive under the Federal Transit Administration (FTA) drug and alcohol regulations.

Must be able to maintain good work attendance.

PHYSICAL REQUIREMENTS:

Physical ability required to be mobile, bend, stoop, stand, reach, and occasionally lift 5-25 pounds of objects, such as files, equipment and supplies, and books.

WORK ENVIRONMENTS:

Works hours involve early mornings, late nights, weekends, holidays, and/or split and rotating shifts.

Work involves being around moving vehicles and exposure to dust, fumes, gases, noises, and extremes in temperature/humidity.

Days off are subject to be canceled.
