Position Overview
This position supports the Department of Homeland Security (DHS) U.S. Customs and Border Protection (CBP) Cargo Systems Program Directorate (CSPD) in the development, enhancement, and operations and maintenance (O&M) of the CTPAT and Trade Compliance (TC) Portal applications. We are seeking an experienced Business Analyst to serve as the critical bridge between government stakeholders, CBP subject matter experts, and the Agile development team — translating complex trade compliance, enforcement, and portal workflow requirements into actionable user stories, acceptance criteria, and functional specifications. The successful candidate will lead requirements elicitation, backlog management, and sprint-level story refinement while contributing lightweight UI/UX artifacts — including wireframes, mockups, and user flow diagrams — to guide front-end development and support government review sessions. This is a mission-critical role that directly shapes how CBP officers, trade partners, and compliance specialists interact with CTPAT portal capabilities through Phase 2 and Phase 3 development, including Auto Vetting, ATS and ACE integrations, and Government-to-Government (G2G) interoperability.
Work Location
This is a hybrid position based in Ashburn, VA. A minimum of one (1) day per week on-site is required. Remote work may be authorized within the National Capital Region (NCR) at the discretion of the Government and COR. Telework outside the NCR within the continental United States may be permitted for Government benefit with prior COR approval.
Clearance
Client requires U.S. citizenship and the ability to obtain and maintain a Public Trust position. All personnel must successfully complete a CBP Background Investigation (BI). Candidates with an active CBP BI, DoD Top Secret, or another DHS component clearance will be strongly prioritized for immediate mission readiness.
Requirements
- Bachelor's degree in Business Administration, Information Systems, Computer Science, Public Administration, or related field
- 4+ years of experience as a Business Analyst or Systems Analyst on enterprise software development programs
- Demonstrated experience eliciting, documenting, and managing business and functional requirements through stakeholder interviews, workshops, and collaborative working sessions
- Proficiency in writing clear, testable user stories and acceptance criteria aligned with Agile/Scrum sprint delivery cadences
- Strong experience with Agile/Scrum frameworks, including participation in sprint planning, backlog grooming, sprint reviews, and retrospectives in a BA capacity
- Experience with Jira for backlog management, story writing, sprint tracking, and defect triage in a government or enterprise Agile environment
- Experience with Confluence for requirements documentation, process flows, decision logs, and sprint-level artifact management
- Ability to produce wireframes, mockups, and user flow diagrams using tools such as Figma, Balsamiq, Miro, or equivalent, to support design reviews and government stakeholder walkthroughs
- Familiarity with UI/UX principles and Human-Centered Design (HCD) practices, including user persona development, journey mapping, and usability considerations for government web portals
- Experience conducting gap analyses, workflow mapping, and as-is/to-be process documentation to support system enhancement planning
- Experience developing use cases, process flow diagrams, and data flow diagrams to communicate functional and integration requirements to development teams
- Strong written and verbal communication skills; ability to facilitate meetings, present findings, and document decisions across government stakeholders and technical teams
- Experience working with Section 508 / WCAG 2.0 accessibility requirements to ensure portal features are designed with compliance in mind from requirements through acceptance testing
Preferred Qualifications
- Direct experience supporting CBP, DHS, or other federal law enforcement or regulatory portal programs
- Familiarity with CTPAT, ACE, ATS, SEACATS, VECS/VMS, or TC-ITRAC trade compliance systems and associated business workflows
- Experience working alongside Angular front-end development teams and contributing to UX-level story elaboration, design critique, and acceptance validation
- IIBA CBAP, PMI-PBA, or equivalent business analysis certification
- SAFe Agile, Scrum Master certification (CSM), or equivalent Agile practitioner credential
- Experience using Human-Centered Design (HCD) tools and methodologies such as journey mapping, usability testing coordination, and persona-based requirements development
- Exposure to federal Authority to Operate (ATO) processes and the BA role in supporting security control documentation and system boundary definitions
- Experience using AI productivity tools such as Google Gemini and Antigravity for increased documentation and analysis efficiency
Key Responsibilities
- Lead requirements elicitation and analysis sessions with CBP government stakeholders, CORs, and subject matter experts to capture, prioritize, and validate CTPAT portal functional and non-functional requirements
- Author, refine, and maintain user stories, acceptance criteria, and sprint-ready backlog items in Jira, ensuring full traceability from business requirement through sprint delivery and UAT sign-off
- Facilitate sprint ceremonies in the BA capacity, including backlog grooming, sprint planning, story elaboration sessions, sprint reviews, and retrospective action item tracking
- Develop wireframes, low-fidelity mockups, and user flow diagrams using Figma, Balsamiq, or Miro to visualize proposed portal features and support government stakeholder review and design approvals prior to development sprint commitment
- Apply UI/UX and Human-Centered Design (HCD) principles to ensure CTPAT portal enhancements are intuitive, accessible, and mission-aligned for CBP officer, trade partner, and compliance specialist user personas
- Produce and maintain functional specifications, process flow diagrams, use cases, and data flow documentation in Confluence to support the development team, QA, and government COR oversight
- Conduct gap analysis and as-is/to-be workflow mapping for CTPAT portal enhancements, supporting Phase 2 and Phase 3 capability planning including Auto Vetting, ATS/ACE integrations, and G2G interoperability
- Collaborate with the Automation Tester and QA team to ensure acceptance criteria are testable, traceability matrices are maintained, and UAT scenarios reflect real CBP operational workflows
- Support Section 508 and WCAG 2.0 compliance by ensuring accessibility requirements are captured in user stories, included in acceptance criteria, and validated during sprint reviews
- Maintain requirements traceability from business need through user story, design artifact, test case, and production deployment to support Government audit readiness and Monthly Status Report (MSR) content
