Job Title: Business Analyst 3 – Data & Agile Project Management

Location: Austin, TX (Hybrid – 3 Days Onsite Required)

Job Summary

The Business Analyst 3 is a senior-level role responsible for leading complex data-driven projects, bridging business and technical teams, and driving successful project delivery. This position combines business analysis, data analysis, project management, and Scrum Master responsibilities to support enterprise-level analytics and reporting initiatives.

Key Responsibilities

Business Analysis & Data Analysis

• Gather, analyze, and document business and system requirements
• Analyze raw data to support reporting and analytics initiatives
• Translate business needs into technical specifications
• Evaluate business systems and recommend improvements

Project Management & Agile Delivery

• Lead and manage project scope, schedule, and budget
• Act as Scrum Master, facilitating Agile ceremonies and sprint activities
• Provide project status updates and reporting
• Identify risks and develop mitigation strategies

Process Improvement

• Conduct business process reengineering and optimization
• Develop process maps and identify technology-driven improvements
• Perform cost-benefit analysis, ROI analysis, and solution evaluations

Stakeholder Collaboration

• Serve as liaison between business stakeholders, internal IT teams, and external vendors
• Coordinate across development, architecture, and support teams
• Lead meetings and ensure alignment across all parties

Documentation & Reporting

• Create detailed documentation including user requirements, workflows, and system specifications
• Support QA activities and ensure deliverables meet business requirements

Required Qualifications

• 8+ years of experience in Business Analysis
• 8+ years of experience in Project Management
• 8+ years managing enterprise-scale data management projects
• 8+ years managing Agile projects (preferably in government or similar environments)
• Strong experience in data analysis and working with large datasets
• Ability to work independently on complex assignments with minimal supervision

Preferred Qualifications

• 5+ years of experience with project management tools (e.g., Jira)
• 5+ years of experience in Quality Assurance (QA)
• 5+ years of experience in Data Analysis
• 3+ years of experience with structured project delivery frameworks
• Agile certifications such as CSM, PMI-ACP, or equivalent
