Business Analyst (C. Advanced)

Location: Tallahassee, FL 32311
Duration: 4 Months (Possible Extension)

Position Overview

The Advanced Business Analyst will serve as a key member of a full lifecycle Agile development team, supporting enterprise modernization, remediation, and migration initiatives. This role requires close collaboration with Subject Matter Experts (SMEs), stakeholders, technical teams, and leadership to translate strategic and operational goals into actionable business and technical requirements.

The analyst will conduct comprehensive business needs assessments, impact analyses, feasibility studies, and documentation to support funding decisions, solution design, and successful project delivery.

Primary Responsibilities

Business Analysis & Requirements Management

  • Conduct detailed business process analysis (as-is and to-be)

  • Gather, document, and validate high-level and detailed requirements

  • Develop:

    • Business cases

    • Cost estimates

    • Use cases

    • Test cases

    • Functional and technical specifications

  • Translate business requirements into technical requirements

  • Maintain requirements traceability throughout the SDLC

  • Facilitate workshops and stakeholder sessions to elicit and prioritize needs

Process Modeling & Documentation

  • Document and diagram business processes and system dependencies (Visio required)

  • Identify process gaps and opportunities for improvement

  • Design optimized workflows and performance measures

  • Support enterprise modernization and migration efforts

  • Develop context diagrams and technical overviews

  • Produce executive-level summaries and detailed analytical documentation

Agile & DevOps Collaboration

  • Participate in Agile lifecycle activities from ideation through project approval

  • Work within Azure DevOps to manage user stories and backlogs

  • Partner with project managers to assess risks and align priorities

  • Categorize and prioritize demands by urgency, impact, and feasibility

  • Support change and release management processes

Testing & Quality Assurance

  • Plan and execute:

    • Functional testing

    • Regression testing

    • System integration testing

    • Data validation testing

    • Performance/load testing

  • Ensure compliance with quality assurance methodologies

  • Collaborate with QA teams to validate solution integrity

Data & Reporting

  • Perform data migration analysis

  • Conduct data analysis and demand pattern evaluation

  • Develop performance metrics and reporting

  • Utilize Power BI for reporting and analytics

  • Prepare funding support documentation including:

    • Cost-benefit analyses

    • Risk assessments

    • Presentation materials

Stakeholder Engagement & Leadership

  • Build and maintain strong working relationships with business offices

  • Communicate complex technical concepts to non-technical stakeholders

  • Mentor and support project team members

  • Facilitate cross-functional collaboration

  • Support organizational decision-making processes

Required Qualifications

  • Bachelor’s or Master’s degree in:

    • Business Administration

    • Communication

    • Information Systems

    • Or related field
      (Equivalent work experience may substitute)

  • Minimum 5 years of business process and systems analysis experience

  • Proficiency in:

    • Microsoft Office Suite (Excel, Word, PowerPoint)

    • Visio (process mapping/modeling)

    • Power BI

  • Knowledge of:

    • Data migration

    • SDLC methodologies

    • Testing & QA techniques

    • Translating business requirements into technical requirements

Highly Desired Qualifications

  • Agile project experience

  • Azure DevOps experience

  • Microsoft DevOps proficiency

  • Knowledge of Florida Administrative Code Rules 60GG-1 – 60GG-5

  • Knowledge of PMBOK principles

  • Change and release management experience

  • Experience with enterprise modernization initiatives
