Business Analyst ( looking for only locals )

Job Title: Business Analyst C – Advanced

Location: Tallahassee, FL (Hybrid – 3 days onsite)


Job Description

We are seeking an experienced Business Analyst to support HR workflow automation initiatives for FDOT’s Office of Work Program and Budget (OWPB). The ideal candidate will have strong expertise in requirements gathering, backlog management, UAT coordination, and Agile/SCRUM methodologies within enterprise or government environments.

Key Responsibilities

  • Gather, analyze, and document business and functional requirements.
  • Translate HR and business workflows into user stories with clear acceptance criteria.
  • Manage product backlog, sprint activities, and Agile ceremonies using Azure DevOps.
  • Coordinate and lead User Acceptance Testing (UAT), QA activities, and test planning.
  • Develop project documentation including process flows, functional specs, test cases, and implementation plans.
  • Collaborate with HR stakeholders, developers, architects, and project teams to support workflow automation initiatives.
  • Support business process improvement and workflow redesign efforts.

Required Skills

  • 6+ years of Business Analysis and QA documentation experience.
  • Strong experience with Agile/SCRUM methodologies and backlog management.
  • Experience with workflow automation, HR systems, or government applications.
  • Expertise in requirements gathering, UAT, test planning, and process documentation.
  • Experience with Azure DevOps, Visio, Excel, Word, and Project.
  • Strong communication, stakeholder management, and analytical skills.

Preferred Skills

  • Experience with State Government or HR/Payroll systems.
  • Knowledge of relational databases and data validation techniques.
  • CBAP, ISTQB, or related certifications preferred.
