Nature of Work
This position serves as a senior business analyst for the People’s Access to Help (PATH) system, applying detailed knowledge of Bureau for Social Services (BSS) policies and procedures to ensure the system accurately supports Child Welfare program operations. The role’s primary focus areas include performing intake data overrides within the PATH Child Welfare system and supporting Federal reporting requirements. The position plays a critical role in maintaining data quality, ensuring accurate Federal submissions, and verifying that PATH system functionality aligns with Federal and State program requirements.
Key responsibilities include analyzing system data, evaluating the impact of proposed system or data changes, testing new software functionality, and reviewing or developing technical mapping and requirements documentation. The position provides consultation and functional assistance to system users and staff, supports the development of functional requirements, and participates in meetings with agency staff and system vendors to design, develop, and implement enhancements to the PATH system.
The position provides support for case data compilation related to litigation requests, Freedom of Information Act (FOIA) requests, and Legislative audits. Duties also include researching, designing, developing, and testing new software functionality; evaluating data for accuracy and submitting corrections as needed; and determining system logic, data migration needs, system security considerations, data structures, and reporting requirements. The position assists system users in defining business processes and translating them into functional and technical requirements. The role may also organize development or testing projects within the assigned functional area and is responsible for monitoring and conducting unit, system acceptance, and regression testing to evaluate system performance and effectiveness.
Minimum Qualifications:
Training: Bachelor's Degree from a regionally accredited four-year college or university.
Experience: Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.
Other Information:
Substitution: Three (3) years of full-time or equivalent part-time paid experience in the Health and Human Resources series may substitute for the required training and experience.
