Description:


Position Summary: The Business Analyst, Transportation is responsible for conducting highly complex technical and analytical studies that are technical in nature for Student Transportation web and mobile applications to facilitate the implementation of new Student Transportation applications, technology processes and systems. This includes effectively communicating with users and IT staff to identify needs and evaluate alternative technical solutions with project management. Performs related work.

Key Relationships: Works with senior IT staff to ensure that pertinent data has been collected to construct new procedure manuals, institute new procedures and take any other important and necessary steps towards resolving problems with business cases to ensure the feasibility of IT Transportation projects.

Responsibilities

  • Analyzes end-user requests for transportation-related data and information and creates ad hoc reports from various databases using query tools.
  • Serves as project lead responsible for directing and overseeing technical web and mobile applications modernization like bus route pick application, bus inspection application, violation application, Student Ridership System, etc. and analyzing transportation-related technical projects. This includes the developing scope, schedule, and budget documentation. The budget documentation includes spreadsheets, reports, plans, schedules, charts, and specifications for IT solutions and student transportation activities.
  • Collaborates with other DIIT teams to analyze transportation applications data for PowerBI reporting, SQL reporting, SSIS reporting for Drivers subscription result, Route Pick process system, Contract and finance systems.
  • Assists with preparing and analyzing various complex IT projects for web and mobile applications, SQL server databases and conducts operational and procedural analysis of systems to define functional requirements that meet key business objectives.
  • Elicits requirements using interviews, document analysis, requirements workshops, surveys, site visits, technical process descriptions, use cases, scenarios, business analysis, and task and workflow analysis.
  • Critically evaluates transportation information gathered from multiple sources, reconciles conflicts, narrows down high-level information into details, abstracts up from low-level information to a general understanding, and distinguishes user requests from the underlying true needs.
  • Utilizes enterprise-wide requirements definition, management systems, and software life cycle methodologies to proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements and deliver the following factors, as needed: Functional requirements/Business Requirements Document (iii), Use Cases, Graphical User Interface (GUI), Screen and Interface designs.
  • Works either independently with users or project managers to define and document concepts and processes which entails consultation with various stakeholders to ascertain required project scopes, business requirements, and deliverables for systems.
  • Drives and challenges business units on their assumptions of how they will successfully execute project plans. This includes recommending modifications, enhancements, and improvements to current IT systems and related applications required to ensure the deployment of project plans and initiatives.
  • Serves as a conduit between internal and external customers and the software development team through which requirements flow.
  • Prepares and develops complex functional specifications that define the system being proposed to meet business requirements, according to standard templates using natural language.
  • Collaborates with developers and subject matter experts to establish the technical vision by analyzing tradeoffs between usability and performance needs.
  • Serves as a liaison between the business units and technology teams that support purchased software.

Qualification Requirements:

Minimum

1. A baccalaureate degree from an accredited college, including or supplemented by 24 semester credits in computer science or a related computer field and two years of satisfactory full‐time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design, including one year in a project leader capacity or as a major contributor on a complex project; or
2. A four‐year high school diploma or its educational equivalent and six years of satisfactory full‐time computer software experience as described in ʺ1ʺ above, including one year in a project leader capacity or as a major contributor on a complex project; or
3. Education and/or experience equivalent to ʺ1ʺ or ʺ2ʺ above. College education may be substituted for up to two years of the required experience in ʺ2ʺ above on the basis that 60 semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of the required experience in ʺ1ʺ or ʺ2ʺ above. However, all candidates must have at least a four‐year high school diploma or its educational equivalent and at least one year of satisfactory full‐time experience in a project leader capacity or as a major contributor on a complex project.

In addition to meeting the minimum requirements, individuals must have two additional years of the experience described in "1" above

Preferred

  • Experience in business, information technology, project management, systems analysis, and development.
  • Good understanding of IT architecture, IT systems; strong programming and development skills.
  • Strong written and spoken communication skills.
  • Excellent organizational skills and the ability to work as a team member.
  • Ability to successfully engage in multiple initiatives simultaneously.
  • Strong experience with SQL and Excel queries.
  • Strong experience with PowerBI and other reporting.
  • Strong experience with Azure DevOps & Functional & non-functional testing.

Salary: $114,090 - $115,000


(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
