Overview of the Position

The Manager I, Business Applications, Data Visualization & Position Control (0991) serves as the District’s primary visual technical expert responsible for the end-to-end development of data-based, dashboards, graphics and visual communication tools supporting Business Services and Operations. This role combines advanced graphic and dashboard creation with hands-on design and production of data visualizations, ensuring that complex operational and financial data is transformed into clear, accurate, and understandable outputs.


This position independently owns the full lifecycle of visualization work for “customer” departments in Business and Operations—from meeting with customers to understand what the data represents to data extraction across multiple enterprise systems to the design and delivery of polished graphics, dashboards, and digital tools. The role requires both strong technical systems knowledge and the ability to produce high-quality visual outputs that support transparency, public understanding, executive decision-making, and communication about the district’s fiscal and operational data.


Qualifications of the Ideal Candidate

  • Experience in web management, graphic design, dashboard development
  • Experience with position control systems (e.g., Frontline).
  • Experience with scripting or automation tools (e.g., Google Apps Script, Python).
  • Familiarity with basic design principles, layout, and visual communication best practices.
  • Experience developing web-based or digital reporting tools.
  • Demonstrated ability to independently produce dashboards, reports, and visual data products from raw data.
  • Proficiency in data visualization tools (e.g., Power BI, Tableau), Excel, and reporting systems.
  • Experience working with enterprise systems (HRIS, payroll, financial, or ERP systems).
  • Ability to translate complex data into clear, high-quality visual outputs.
  • A proven record of effectively planning, organizing and using resources to take action
  • Success leading effective teams and individuals, with a strong record of leading organizational change
  • Well-developed cultural humility, awareness of their own identity, and understanding of internalized,

interpersonal, and systemic racism and other forms of oppression

  • Excellent written and verbal communication skills, including ability to convey complex information to a variety of audiences (e.g., large groups, staff meetings, executive briefings, public board meetings, memos)
  • Strong analytics and quantitative skills

LIST JOB DUTIES BELOW

End-to-End Data Visualization & Production (35%)

  • Independently designs and produces high-quality data visualizations including dashboards, data models, graphs, organizational charts, and financial graphics.
  • Translates complex datasets into clear, visually compelling outputs for executive leadership, operational teams, and public-facing materials.
  • Develops presentation-ready materials using tools such as Power BI, Excel, PowerPoint, and design platforms.
  • Ensures all visual outputs meet high standards for accuracy, clarity, and usability.
  • Iterates on visual products based on stakeholder (customer) feedback and evolving reporting needs.

Business Systems Analysis & Data Integration (20%)

  • Maintains Business & Operation web design and integrity with a high level of organization focused on transparency and ease of access along with graphics and dashboards that make complex information accessible and understandable
  • Performs data extraction, analysis, across district enterprise systems.
  • Designs and maintains processes for cross departmental validation of data sets for accuracy and validation of clarity of product for communication
  • Applies structured approaches to data modeling and reporting logic to support reliable outputs.

Dashboard & Reporting Systems Development (20%)

  • Develops and maintains dashboards and reporting tools that support workforce planning, budgeting, and operational monitoring.
  • Builds dynamic and user-friendly reporting solutions tailored to stakeholder needs.
  • Enhances existing graphics and reporting tools and develops new solutions aligned to organizational priorities.

Application & Digital Tool Development (10%)

  • Develops lightweight business applications, automated tools, and web-based resources to improve access to data.
  • Utilizes scripting and automation (e.g., Google Apps Script or similar tools) to streamline reporting workflows.
  • Supports usability and accessibility of tools through thoughtful design and structure.

Position Control Reporting & Support (10%)

  • Serves as the primary analyst supporting reporting and analytics for Position Control systems, including Frontline.
  • Develops staffing and vacancy reports, reconciliation tools, and budget-related analyses.
  • Partners with the Director of Position Control to support data-driven decision-making and system improvements.

Stakeholder Support & Continuous Improvement (5%)

  • Collaborates with Business and Operations departments to understand needs and deliver solutions.
  • Provides guidance and informal training to users of dashboards and reporting tools.
  • Identifies opportunities to improve processes, automate workflows, and enhance data accessibility.


Minimum Qualifications

Education: Bachelor’s degree in Information Systems, Graphic Design, Data Analytics, Business, or a related field; or equivalent combination of education and experience.


Experience: Two (2) or more years of experience in business, graphic design, customer service and interaction, e-learning, web refinement and visual development, data analysis, reporting, data visualization, or business systems.


Substitution: Up to 4 years of education requirement may be substituted for additional experience on a year-for-year basis
