The SJRA is a public entity whose mission is to develop, conserve, and protect the water resources of the San Jacinto River basin. Its primary purpose is to implement long-term, regional projects related to water supply and water quality. SJRA delivers raw water to both municipal and industrial consumers and provides water treatment and wastewater services through the ownership, operation, and maintenance of infrastructure including reservoirs, groundwater wells, surface water and wastewater treatment plants, pump stations, lift stations, and miles of open channel and conveyance systems.

Position Summary

The Business Applications Supervisor is responsible for overseeing the management, support, and optimization of all enterprise applications across the SJRA. This position leads a team of system and business analysts to deliver reliable, functional applications and system integrations that support the operational and financial needs of the organization. Working closely with other departments and divisions as well as other IT staff, the supervisor ensures seamless data flow between systems, effective database administration, and the development of business intelligence solutions. The role also involves managing ad hoc programming requests and ensuring application strategies align with organizational goals while maintaining system performance, security, and compliance.

Essential Duties and Responsibilities (Other duties may be assigned):

  • Oversees and performs all day-to-day tasks according to generally accepted practices and defined standards.
  • Oversees and performs initial troubleshooting and diagnosis of support tickets; prioritizes and escalates as needed.
  • Oversees and documents business procedures and environment to ensure that all documentation is complete, accurate and up-to-date; confers with managers to gather and document business and functional requirements.
  • Oversees the maintenance, configuration, installation and testing of all systems and associated software; ensures that release management and support issues are handled in a timely fashion.
  • Confers with managers to establish project priority and to assist with resolution of business systems issues.
  • Provides systems-related project management support for departments and divisions of the River Authority.
  • Provides input toward the establishment of the overall goals and objectives of the designated area of business with the IT Manager and other applicable business areas; collaboratively leads the organization to successfully accomplish approved goals and objectives; communicates goals and expectations to team members and measures performance against those goals and expectations.
  • Serves as IT subject matter expert on new software systems selection teams. Provides IT perspective as valued partner to the divisions. Assists division representatives in preparing software and business applications projects. Seeks out ways to add value to existing systems and processes.
  • Prioritizes, coordinates, and delegates responsibilities and activities to subordinates to be performed in accordance with policies, principles, and procedures established by SJRA Senior Management and/or Board of Directors; conducts performance evaluations, recommends position and compensation adjustments of staff for approval by SJRA Senior Management.
  • Reviews and approves direct report time reports. Coordinates and facilitates recruitment, training, mentoring, counseling, discipline, and development of staff, strategically geared to meet the overall goals and objectives of the designated area of business, collaborating with Human Resources as appropriate.
  • Recommends all training and further education efforts for the Business Applications Team.
  • This position is classified as primary essential personnel. The individual holding this position will be required to work as usual or as needed (1) during an emergency event, (2) in preparation for an emergency event, and/ or (3) during recovery from an emergency event as directed by their direct supervisor, appropriate Department/Division Manager, the appropriate Senior Level Manager, or the General Manager.

Requirements

  • Associate’s degree in business is required.
  • Bachelor’s degree in business is preferred.
  • At least 8 years (10 years with associate's degree) of experience in business applications experience.
  • At least 3 years of supervisory experience.
  • Project Management Professional preferred.
  • Texas Driver’s license with an insurable driving record is required.
