Pay Grade - 27

Annual Compensation $92,129.00 paid on a bi-weekly basis. Individual pay is determined by the applicable CBA and related articles.

A Brief Overview
The Business Development Administrator performs tasks related to and in support of the Small Business Enterprise (SBE), Airport Concessions Disadvantaged Business Enterprise (ACDBE), and Disadvantaged Business Enterprise (DBE) programs and activities in accordance with Federal, State, Local, and Airport Authority laws and regulations. The Administrator must maintain proficient knowledge of mandatory Federal, State, and local laws and regulations in their area of expertise including but not limited to ACDBE, DBE, Procurement processes and Small Business Administration policies and procedures.

What you will do

  • Coordinates all items necessary for contract related processes and Board approval with the appropriate departments.
  • Data collection, preparing reports for submitting the Triannual AAA required reports.
  • Lead for ACDBE/DBE certification and potential vendor training. Developing the curriculum and serving as main Trainer for BDU at Outreach and educational workshops.
  • Maintain DBE bidders List for FAA
  • Coordinator for subcontracts and Title VI compliance review, working with WCAA Title VI coordinator.
  • Performs certification on site compliance reviews in conjunction with MUCP certifying agencies as required of DBE and ACDBE participants.
  • Serve as the Disadvantaged Business Enterprise Liaison Officers (DBELO)
  • Supervisor for awarding of “equalization credits” on solicitations, training team members and overseeing equalization application.
  • Trainer and subject matter expert for SBE Program, for other team members, training, and supervising goal setting on procurement solicitations.
  • Serve as BDU liaison with the Concession department researching ACDBE best practices and assisting with the development of concession agreements, review of Joint venture agreements, and monthly ACDBE/DBE reporting.
  • Supervise and oversee the Commercial Useful Function (CUF) reviews and onsite visits for all participating ACDBE’s /DBE. This includes biannual ACDBE Participant interviews and coordination with the Concessions team who will work under BDU supervisor on reviews.
  • Designated Point person for implementation of The Contract compliance and Concessions Modules for B2G Now System as Subject Matter expert and Trainer.
  • Performs other similar and related duties as required or directed

Qualifications

  • Bachelor's Degree from an accredited college or university in Public, Business Administration or a related field.
  • 6 or more years of experience administering a US Departments of Transportation DBE/ACDBE program
  • 6 or more years of experience working in Business Development programs.
  • Office Suite Software (Core - Email, Word Processing, Spreadsheets, Presentation)
  • Valid Driver's License and a safe, acceptable driving record.

  • Is guided by precedent and clearly defined occupational policies, protocol/procedures. Work is managed, rather than supervised, and results/outcomes are assessed at agreed intervals.
  • 5-8 Years: Moderate previous experience required in the same or similar previous positions. The job requires a good working knowledge of common and uncommon techniques, methods, practices, procedures, use of forms, routines, etc., of a moderate to complex nature in order to enter or begin performing the job
  • Plans, develops, and implements functions/projects for functional unit(s). Completed work is reviewed primarily for attainment of objectives and effectiveness of results. The supervisor is involved with problems of major impact
  • Work is performed within authorized limits prescribed by the supervisor and/or an approved plan. The employee exercises independent judgment in selecting and interpreting information, reconciling deviations from standard methods and resolving problems. Job tasks are governed generally by broad instructions, objectives and policies, usually involving frequently changing conditions and problems, where the assigned tasks make it necessary to devise data, solve special problems and make reliable decisions.
