Business Development Lead – PMO

Role Overview
Lead and drive business development for PMO / PMC / Digital PMO services across Saudi Arabia and the GCC, securing high-value consultancy mandates and positioning SJ as a trusted strategic partner within major programmes and giga-project ecosystems.
Role Purpose
To originate, develop, and secure high-value PMO / PMC / Digital PMO mandates by leveraging:
- Strong executive-level client relationships
- Deep understanding of project and programme management frameworks
- Solid knowledge of Digital PMO platforms and programme controls ecosystems
This role requires a commercially driven leader capable of engaging at C-level while demonstrating technical credibility in programme governance, PMIS
environments, and delivery risk management.
Key Responsibilities
- Identify, originate, and convert new PMO / PMC opportunities across KSA and GCC
- Build and maintain executive-level relationships with government entities, developers, and major clients
- Position Digital PMO and programme controls capabilities strategically within target accounts
- Lead proposal strategy, commercial structuring, and contract negotiations
- Support market shaping and early-stage opportunity positioning
- Collaborate with delivery teams to ensure technical alignment and credible solution offerings
- Secure multi-million USD consultancy mandates
Key Qualifications & Experience
- 10–15 years’ experience within GCC construction / infrastructure sector
- Proven business development track record in:
- PMO
- PMC
- Programme Controls
- Infrastructure advisory
- Strong project or programme management background (client-side or delivery-side PMO)
- Demonstrated understanding of Digital PMO / PMIS systems
- Executive-level client relationships in Saudi Arabia
- Experience securing multi-million USD consultancy mandates
- Fluent English (verbal & written)
