About the Role
The Business Development Manager will lead and institutionalize the business development function, ensuring a structured, process-driven approach to pipeline generation, proposal management, and revenue growth. The role requires independent ownership of BD operations across infrastructure sectors, aligning all initiatives with organizational strategy and long-term growth objectives.
Responsibilities

Business Development & Pipeline Management

Develop and maintain a 12–18 month rolling pipeline across water, transport, buildings, and consultancy sectors.

Identify, evaluate, and pursue opportunities in both public and private sectors.

Track opportunities from lead generation to project award, ensuring systematic follow-ups.

Proposal & Tender Management
-
Lead the EOI-to-submission lifecycle, ensuring compliance, quality, and timeliness.

Prepare and review prequalification documents, technical proposals, and consultancy service agreements.

Coordinate with technical teams to ensure competitive and compliant submissions.

Strategic Planning & Market Development

Formulate sector-specific growth strategies aligned with organizational strengths.

Conduct market intelligence analysis, including competitor benchmarking and opportunity mapping.

Support expansion into international markets (e.g., KSA, USA).

Client & Partnership Management
-
Develop and maintain strategic relationships with clients, partners, and stakeholders.

Establish and manage Joint Ventures (JV) and consortium partnerships.

Lead client engagements, presentations, and negotiations.

Revenue & Performance Management
-
Improve win rates and pipeline conversion ratios.

Identify cross-selling and upselling opportunities within existing client portfolios.

Achieve defined revenue and growth targets.

Institutional Development
-
Develop and implement SOPs, templates, and BD workflows.
-
Introduce structured reporting systems and dashboards.
-
Integrate BD processes within ERP systems.

Leadership & Coordination
-
Lead and manage BD and proposal teams.
-
Ensure cross-functional alignment with Finance, HR, and Operations for seamless project execution.

Provide weekly dashboards and monthly performance summaries to management.
Qualifications

Education
-
Bachelor’s degree in civil engineering (preferred)

Master’s degree (advantageous)

Experience
-
10-15 years of relevant experience in consultancy-based business development

Proven exposure to International Financial Institutions (IFIs)
