POSITION:
Under general supervision of the General Manager, plans, organizes, and manages airport business development, commercial property, marketing, public relations, air service development, capital program coordination, and related administrative services for the Santa Maria Public Airport District. Develops and implements strategies to expand aviation and non‑aviation business opportunities; manages commercial agreements and development activities; supervises and coordinates consultants and contractors; and performs other related duties as assigned.
EXAMPLES OF DUTIES:
Administration: Plans, manages, and coordinates airport business development assignments, projects, and reports; researches, analyzes, and prepares reports on complex and visible airport development projects; coordinates special studies and consultant services related to commercial development, marketing, and air service initiatives; ensures compliance with applicable federal, state, and local regulations affecting assigned programs.
Business Development: Develops and implements short and long term strategies to maximize aviation and non aviation business opportunities and customer satisfaction in accordance with the Airport’s strategic and business plans; leads strategic planning and implementation of business initiatives for commercial land development, concessions, rental car activities, parking operations, and redevelopment of existing airport facilities; evaluates market conditions and business opportunities related to airport services and property use.
Air Service Development: Supports air service development efforts in coordination with airport leadership, including initiatives to align the Airport with community stakeholders and develop business cases to maintain and grow passenger service; prepares airline statistical information, market analyses, and presentations in support of air service initiatives; coordinates outreach with airlines, tourism partners, and economic development organizations.
Commercial Property and Agreements: Negotiates airport leases, licenses, permits, and agreements; evaluates the suitability of businesses for location on airport property; prepares recommendations related to commercial agreements and development proposals; monitors compliance with lease and agreement terms; evaluates tenant requests and resolves issues related to commercial activities.
Marketing and Public Relations: Develops and directs marketing plans and strategies for promoting airport services, air service, and commercial development; prepares promotional materials and public presentations; develops strategic partnerships with key tourism and economic development partners; represents the Airport in meetings with airline representatives, tenants, developers, and business partners as assigned.
Capital Program Coordination: Coordinates business development aspects of airport capital improvement planning; reviews and evaluates development requests for consistency with airport planning documents and long term development goals; collaborates with consultants and staff on development related capital projects.
QUALIFICATIONS:
Any combination of education and experience that would provide the required knowledge and abilities is qualifying.
Experience: Six (6) years of progressively responsible experience involving airport business development, commercial property management, marketing, air service development, or related fields, including at least two (2) years in a lead, supervisory, or program management role.
Education: Equivalent to completion of two (2) years of college coursework in business administration, public administration, aviation management, marketing, or a related field.
Additional qualifying experience may substitute for education on a year for year basis.
LICENSES AND CERTIFICATES REQUIRED:
Possession of a valid Class C California Driver’s License

Pay: $7,975.00 - $9,694.00 per month
