Business Development Specialist

GENERAL JOB SUMMARY:

The Business Development Specialist is responsible for identifying, soliciting, and developing strategies for new business and growth opportunities. The position will assist with forecasting federal, state, and commercial work and developing in-house proposals.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Research websites and other public sources for new federal contract opportunities.
  • Oversee the proposal development process from inception to submission, including kick-off meetings, strategy sessions, writing, reviews, and final production.
  • Coordinate with leadership and cross-functional teams to develop clear and persuasive responses to Requests for Qualifications (RFQs), Requests for Proposals (RFPs), and other related solicitations.
  • Analyze RFPs, RFIs, RFQs, and other federal solicitations for a comprehensive understanding of requirements, evaluation criteria, and key compliance elements.
  • Develop technical and management narratives, past performance summaries, executive summaries, and resumes that effectively convey the company's strengths and capabilities.
  • Endure compliance with all federal acquisition regulations (FAR/DFARS) and company policies.
  • Manage schedules, deadlines, and compliance matrices to ensure timely development, review, and submission.
  • Oversee final production and delivery of digital and printed proposal information.
  • Manage and maintain a database of all proposal-related content: opportunities, templates, communications, project documents, etc.

QUALIFICATIONS AND EXPERIENCE:

  • Bachelor's degree in Business, English, Communications, or a minimum of 10 years of related federal experience.
  • A minimum of 8 to 10 years experience with federal contract proposal management and writing.
  • APMP (Association of Proposal Management Professionals) certification is preferred.
  • Strong understanding of the federal procurement process, including FAR/DFARS regulations.
  • Exceptional writing, editing, and proofreading skills with an eye for detail.
  • Experience using proposal management tools (SharePoint, GovWin, Adobe Acrobat, Microsoft Word, etc.).
  • Technical competence in organizing digital files, email coordination, and basic software (Microsoft Office Suite, Adobe PDF, Outlook, etc.).
  • Strong interpersonal communication skills to effectively communicate and collaborate with federal officials, team members, etc.
  • Must have a working knowledge and comply with Occupational Safety and Health Administration (OSHA) regulations.
  • Must possess a valid driver's license and driving history must meet company standards throughout employment.
  • Must be able to pass a pre-employment drug screening and a background check as a condition of employment and to obtain access to federal installations.
