Role Overview
This is not merely a managerial position; it is an entrepreneurial mandate. We are seeking a commercially astute and technically rigorous Business Operations Manager to establish, scale, and lead Nineti's Environmental Services Division.
You will act as the business builder for this unit, transforming technical compliance requirements into a highly profitable, trusted service line. The ideal candidate possesses a deep understanding of NCEC frameworks, industrial operations, and the commercial acumen necessary to secure major contracts, build high performing teams, and drive sustainable revenue growth in the Saudi market.
Key Responsibilities Business Development & Commercial Leadership
- Drive Client Acquisition: Spearhead business development initiatives to secure high value contracts across the Oil & Gas, industrial, and infrastructure sectors.
- Proposal Engineering: Oversee the preparation, costing, and submission of highly competitive technical proposals and commercial quotations.
- Revenue Generation: Expand existing consulting relationships into operational service contracts, creating resilient and recurring revenue streams.
Operational & Technical Execution
- Division Management: Direct all day to day operations of the Environmental Services Division, ensuring projects are delivered on time, within budget, and to the highest technical standards.
- Monitoring & Measurements: Lead the deployment of environmental monitoring programs, including air emissions, stack monitoring, and environmental parameter measurement devices.
- Waste Management: Develop and operationalize waste management services, specifically focusing on transportation, handling, and rigorous compliance tracking.
- Maintenance Programs: Oversee complex filter inspection, replacement, and maintenance projects for major industrial facilities.
- Subcontractor & Team Leadership: Build out the internal technical team while effectively managing specialized subcontractors and field operations.
Regulatory Compliance & Quality Systems
- NCEC & MWAN Alignment: Ensure all operational services strictly adhere to NCEC regulations, MWAN guidelines, and broader Saudi environmental laws.
- SOP Development: Establish, document, and enforce robust Standard Operating Procedures (SOPs) and quality management systems for all field operations.
- Authority Coordination: Act as the primary technical liaison with environmental regulators, facilitating necessary approvals, reporting, and certifications.
Required Qualifications
- Education: Bachelor's or Master's degree in Environmental Engineering, Environmental Science, Chemical Engineering, or a closely related technical discipline.
- Regulatory Mastery: Deep, practical knowledge of Saudi environmental regulations, with specific expertise navigating NCEC compliance frameworks.
- Technical Operations: Proven track record in executing industrial environmental services, specifically environmental monitoring, stack testing, and emissions tracking.
- Waste Management: Hands on experience in industrial waste management operations, transportation logistics, and related compliance protocols.
- Commercial Acumen: Demonstrated success in client facing roles, business development, and closing technical service contracts.
Preferred Experience
- Market Presence: Extensive, established network of decision makers within Saudi Arabia's industrial, EPC, and O&G sectors.
- Entrepreneurial Mindset: Previous experience building a business unit, department, or company from the ground up, with a strong focus on P&L management.
- Local Experience: Significant, recent professional experience operating directly within the Kingdom of Saudi Arabia.
