GENERAL SUMMARY

Responsible for leading and assisting with development, monitoring, communication, and execution of all activities required to acquire goods and services necessary to support the organization. Oversees the comprehensive purchasing function through coordination across departments.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.


  • Identifies appropriate purchasing methods.
  • Oversees solicitation processes, including Request for Proposals (RFP), Request for Qualifications (RFQ) and Invitations for Bids (IFB). Coordinates with departments to review and create specifications. Creates bid packets and proposals. Oversees evaluation processes of all solicitations. Reviews purchase requests, contracts, and change orders for proper documentation, pricing, and extensions. Secures appropriate insurance.
  • Manages the purchasing life cycle to ensure vendors perform requirements defined within contracts. Manages the vendor database.
  • Develops and updates the necessary policies and operating procedures to perform purchasing activities. Implements improvements.
  • Assists in the asset management process. Oversees the disposal of excess, unserviceable, or obsolete property through surplus sales.
  • Administers credit card programs. Defines program rules, interfaces with the respective third-party vendors, ensures compliance, and meets reporting requirements for purchasing card and fleet vehicle credit cards.
  • Develops strategies to attract vendors and support the use of small businesses, including Disadvantaged Business Enterprise (DBE) and Historically Underutilized Business (HUB).
  • Performs related work as required.


SUPERVISORY REQUIREMENTS

  • This position does not directly supervise any employees.

MINIMUM QUALIFICATIONS

Required Education and Experience


  • Qualified candidates that possess an undergraduate degree from an accredited college or university with emphasis in Business Administration, Business Management, or related field and one (1) year of experience general business; or any combination of experience and education that results in the required knowledge, skills, and abilities is required; attainment of procurement certification(s) is required within one (1) year of employment may qualify for Buyer I.

  • Qualified candidates that possess an undergraduate degree from an accredited college or university with emphasis in Business Administration, Business Management, or related field and two (2) years of progressively responsible experience in government purchasing and/or procurement; or any combination of experience and education that results in the required knowledge, skills, and abilities is required; procurement certification(s) is required (CTCD, CTCM, or other professionally recognized certification) may qualify for Buyer II.


  • If selected, level will be determined by Manager based on internal assessment of education and experience

Required Licenses or Certifications

  • Attainment of procurement certification(s) is required within one (1) year of employment.
  • Must have and maintain a valid driver’s license and an insurable driving record.
