About the Role:
Culmen is looking for a C-UAS Policy & Doctrine SME to support implementing C-UAS capabilities into existing integrated air and missile defense (IAMD) architecture, and the SME will work closely with a capabilities-based analysis facilitator to conduct a DOTMLPF-P analysis. Estimated level of effort is up to 1,010 hours over a 12-month period through December 2026 with 5 2-week OCONUS trips every other month and remote work CONUS/home of record for the other months.
What You’ll Do in Your New Role:
Conduct a DOTMLPF-P analysis to guide the actions required by military components in preparation to create and/or enhance a Counter-Unmanned Aerial Systems (C-UAS) capability in the near- to mid-term.
Project Objective: Considering the operating environment and location, evolving Unmanned Aerial System (UAS) capabilities, the COCOM’s Regional Security Construct (RSC), and Middle East Air Defense (MEAD), IAMD is of growing strategic importance. To support a full understanding of current IAMD capabilities, those necessary to meet its future national and coalition IAMD operational requirements, and the development of a plan to address any identified shortfalls, project will facilitate a study focused on C-UAS and its integration into the existing IAMD architecture.
It is envisioned that the C-UAS SME will support the conduct of the study for the Baseline Assessment, currently scheduled for April 2026 and possibly through study completion in December 2026.
Required Qualifications:
The C-UAS SME must have experience with:

U.S. interagency C-UAS policy, planning and strategy development in support of homeland defense;

U.S. Department of War (DoW) C-UAS policy, planning and strategy development in support of force protection;

C-UAS operational environment and current Tactics, Techniques, and Procedures (TTPs); and
-
Deployed and developing C-UAS technologies and capabilities.
Desired Qualifications:
Additionally desired qualifications include:

Experience with C-UAS doctrine, operations, and policy development;

Experience with international/interagency cooperation relating to C-UAS roles and authorities;

Planning experience within DoW at strategic and operational levels;

Experience implementing Institutional Capacity Building programs;

Experience executing security cooperation/security assistance programs;

Expertise with in-person and virtual facilitation techniques and tools; and
- Experience with project management tools and techniques.
