The Property Appraiser's Department is actively seeking a Cadastralist - PA.

This is a skilled technical position responsible for reviewing and interpreting recorded legal instruments and mapping legal descriptions using GIS software. The role ensures accurate maintenance of property appraisal data within the Computer Assisted Mass Appraisal (CAMA) system and Geographic Information System (GIS). The ideal candidate will have a strong understanding of land records, legal documentation, and spatial mapping tools to support property ownership and valuation processes.

Examples of Work

  • Analyze and process complex recorded legal instruments (e.g., deeds, plats, surveys) to update ownership, legal descriptions, taxing districts, land size, and sales data for real estate parcels.
  • Interpret and plot legal descriptions to accurately locate and identify parcels for internal research and public inquiries.
  • Assist taxpayers in person and by phone with reading maps and legal descriptions, resolving discrepancies in ownership or legal naming, and explaining office functions.
  • Maintain and update the property database (CAMA) and GIS maps (ArcGIS), including corrections to current and prior year tax rolls and application of exemption codes.
  • Respond to technical questions from staff or the public regarding property records, mapping, and legal documentation.
  • Collaborate with other departments to ensure consistency and accuracy in parcel data and mapping standards.

Knowledge, Skills and Abilities

  • Strong knowledge of legal descriptions, surveys, plats, title ownership, and property assessment terminology.
  • Familiarity with various types of deeds and legal instruments used in property transfers.
  • Proficiency in CAMA and GIS systems, including terminology and data structures.
  • High attention to detail and accuracy in interpreting legal and spatial data.
  • Clear and effective communication skills, both written and verbal.
  • Ability to apply technical mathematics and geometry in cadastral mapping.
  • Strong interpersonal skills to work effectively with the public and internal teams.
  • Ability to explain and demonstrate cadastral mapping practices and procedures.
  • Competence in using specialized tools such as microfiche readers, deed readers, scientific calculators, scales, protractors, and drafting triangles.

Open Requirements/Supplemental Information

  • Minimum of one (1) year of education or experience in ArcGIS, CAD-based systems, or related mapping technologies.
  • A college degree is not required, but coursework in Geography, GIS, Real Estate, or a related field may substitute for experience.
  • Preference may be given to candidates with:
    • Experience in the title insurance industry
    • Certified Cadastralist of Florida designation or equivalent credential
