JOB SUMMARY

Under general direction of the Battalion Chief, the Captain manages the delivery of fire suppression, emergency medical services, rescue operations, hazardous material response,

emergency management planning and public education programs within his/her assigned station. Supervises department staff assigned to the station on the captain’s shift and Lieutenants assigned to the station.

QUALIFICATIONS

Education and Experience:

Associates degree from a college or university in Fire Science, Business Administration, Public Administration, or a closely related field preferred and a minimum of 7 years of experience in a municipal, county or regional emergency services agency or equivalent are required, with a minimum of 3 years administrative supervisory experience at the rank of lieutenant. An equivalent combination of education, training and experience is acceptable. Maintain Georgia Paramedic preferred, Georgia AEMT accepted and Georgia State Firefighter Certification. Completion of NPQ Fire Officer II and NPQ Fire Instructor II.

Knowledge, Skills and Abilities:

  • Knowledge of the management and oversight of assigned station.
  • Knowledge of principles, practices, methods and techniques of modern fire prevention, suppression and EMS activities.
  • Knowledge of the operation, maintenance and uses of firefighting apparatus and equipment.
  • Knowledge of applicable laws, rules, regulations, ordinances and codes pertaining to fire prevention, suppression and EMS.
  • Knowledge of the principles of personnel management.
  • Plan, prioritize, assign and direct the work of station personnel.
  • Meet the physical requirements necessary to safely and effectively perform the assigned duties.
  • Skill in effective oral and written communication.
  • Skill in responding to and managing emergencies and incidents.
  • Skill in effectively leading, supervising, and delegating duties to assigned staff.
  • Skill in resolving citizen complaints and concerns.
  • Skill in establishing and maintaining effective working relationships.
  • Ability to be punctual and regular in attendance.

ESSENTIAL JOB FUNCTIONS

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Administration

  • Oversee daily operations, activities, programs and services of assigned station.
  • Ensure required daily training is conducted and reported within the station.
  • Recommend appropriate policies and procedures.
  • Comply with all written department and County policies and procedures.
  • Plan, organize and direct station operations of fire suppression, prevention and

emergency medical activities.

  • Maintain station efficiency, effectiveness, and safety.
  • Assist Department Chief, Deputy Chief, and Battalion Chiefs with developing strategic long-range and short-range plans to determine goals and objectives for the department.
  • Ensure the preparation and submission of a variety of technical and departmental activities, reports and records for the station.

Fire Suppression and Emergency Medical Services

  • Coordinate and supervise various sectors of emergency scenes under the direction of the Battalion Chief.
  • In the absence of a more senior officer (Battalion Chief, Deputy Chief, or Department Chief) may be called upon to assume the role of Incident Command on various scenes.

Fire Prevention

  • Direct, coordinate and schedule routine fire hydrant inspection and maintenance activities in coordination with the Battalion Chief.
  • Manage Pre-Incident Surveys for the station’s first in district.
  • Coordinate fire prevention education as assigned to the station.

Personnel

  • Interact and consult with staff regarding overall management and staff motivation

and morale within assigned station.

  • Assist as needed with policy development and implementation providing direction and vision.
  • Review and assign staff resources as needed to achieve objectives of programs and

services while monitoring safety and personnel issues.

  • Conduct problem solving sessions with other personnel for internal personnel issues,

investigations, and coordination of services to best meet department and community

needs.

  • Coordinate selection, training and motivation of assigned personnel and evaluate progress.
  • Monitor employee performance objectives and review station activities.
  • Ensure department personnel receive training/continuing education as necessary and as the budget allows.
  • Work with assigned employees to correct deficiencies; implement discipline and termination procedures.

Public Relations

  • Respond to the complaints and requests for information.
  • Represent the County in meetings with individuals, community groups, professional

organizations, and leaders to determine needs and issues of the community as needed.

Other Duties

  • Promote safety in all aspects of the Fire EMS Department.
  • Prepare presentations and management level reports as needed.
  • Travel to attend meetings, conferences and training.
  • Ensure required reports are submitted to regulatory entities.
  • Perform other related duties as assigned by the Battalion Chief.
  • Regular and consistent attendance of the assigned work hours is essential

PHYSICAL REQUIREMENTS

  • May be subject to repetitive motion such as typing, data entry and vision to monitor.
  • May require standing, sitting, walking.
  • May be subject to lifting, carrying, bending, reaching, kneeling, pulling, and crouching.
  • Must be able to sit or stand for extended periods of time.

WORK ENVIRONMENT

  • Must be able to work in extreme temperatures.
  • Must be able to work in stressful situations.
  • May be exposed to harsh conditions associated with providing firefighting services.

OTHER ASPECTS OF THE JOB:

This position requires extensive knowledge of and experience with principles and procedures, equipment and apparatus used in fire suppression and Emergency Medical Service; extensive knowledge of laws, ordinances, rules and regulations pertaining to the operation of a fire department; considerable knowledge of the principles of building construction; and the human relations skills necessary to deal effectively with personnel and the public. Must have and maintain a valid Georgia Driver’s License. Must have and maintain a satisfactory driving record. Punctuality and regular attendance are required.

Pay: $22.13 - $34.21 per hour
