It is the mission of the Jerome County Sheriff's Office to serve the citizens and visitors of Jerome County by providing professional law enforcement, detention, and court security that protects and preserves the Constitutional Rights of the people and mandates the fair and impartial enforcement of the law.
Job Summary
This position is responsible for overseeing Patrol, Investigations, and other assigned operational functions within the Jerome County Sheriff’s Office. The position provides leadership, direction, command oversight, and administrative management to assigned divisions and personnel while ensuring effective law enforcement services, operational efficiency, organizational accountability, policy compliance, employee development, and public safety.
This position works under the direction of the Chief Deputy Sheriff and assists with strategic planning, personnel management, budgeting, policy implementation, emergency response coordination, training oversight, and the daily operational administration of the Sheriff’s Office. The Captain serves as a command-level leader and is expected to exercise substantial independent judgment, discretion, professionalism, integrity, and sound decision-making in a fast-paced, high-liability, and dynamic law enforcement environment.
This position is considered a command-level sworn peace officer position requiring a high degree of leadership, accountability, professionalism, discretion, and independent judgment. The Captain is expected to model ethical conduct, maintain public trust, promote organizational professionalism, support employee accountability and development, and further the mission, operational objectives, and professional standards of the Jerome County Sheriff’s Office.
Essential Duties/Responsibilities
- Supervises and oversees Patrol, Investigations, and other assigned operational divisions, personnel, and activities consistent with Sheriff’s Office chain-of-command and County policy;
- Plans, assigns, reviews, coordinates, and evaluates work performed by deputies, detectives, sergeants, and other assigned staff while providing operational leadership, direction, coaching, mentoring, and employee development;
- Exercises command authority during daily operations, major incidents, critical incidents, officer-involved incidents, emergency situations, disaster response operations, and interagency response activities as needed;
- Assists with Incident Command System (ICS), National Incident Management System (NIMS), emergency management coordination, and related emergency response operations;
- Coordinates criminal investigations and provides oversight involving case management, investigative review, operational activities, evidence handling, and compliance with applicable laws, regulations, and Sheriff’s Office policies;
- Conducts administrative reviews, workplace investigations, internal investigations, performance evaluations, and disciplinary processes as assigned;
- Assists with hiring, scheduling, personnel management, succession planning, leadership development, discipline, and other supervisory responsibilities;
- Assists with the development, implementation, review, and enforcement of Sheriff’s Office policies, procedures, operational standards, organizational compliance initiatives, and law enforcement best practices;
- Ensures compliance with Idaho POST standards, CJIS requirements, criminal justice information standards, evidence handling requirements, applicable laws, regulations, and Sheriff’s Office policies and procedures;
- Prepares reports, evaluations, recommendations, disciplinary documentation, operational analyses, administrative correspondence, and related command-level documentation;
- Assists with preparation and administration of divisional budgets, grant administration, purchasing, equipment management, fleet oversight, resource allocation, and related operational planning activities;
- Coordinates and maintains effective working relationships with outside agencies, prosecutors, courts, emergency responders, elected officials, community organizations, media representatives, and members of the public;
- Participates in command staff meetings, strategic planning initiatives, policy review, risk-management practices, community outreach efforts, and public information or media coordination as directed;
- May serve as acting Chief Deputy Sheriff or Sheriff when assigned;
- Upholds the Law Enforcement Code of Ethics and maintains professional conduct, integrity, and confidentiality at all times;
- Provides command oversight and supervisory direction for sex offender registration, compliance investigations, offender tracking, enforcement actions, and related investigative operations within the Sheriff’s Office;
- Performs other duties as assigned by the Sheriff or Chief Deputy Sheriff.
Additional Responsibilities
- Assist with training coordination, leadership development, field training oversight, and employee mentoring;
- Participate in emergency management, disaster response, mutual aid, and interagency coordination activities;
- Review reports, investigations, arrests, use-of-force incidents, pursuits, and operational activities for accuracy, completeness, and policy compliance;
- Assist with operational planning, staffing analysis, scheduling coordination, and resource deployment;
- Assist with implementation of risk-management practices, liability reduction initiatives, and corrective action measures;
- Coordinate with prosecutors, courts, and outside agencies regarding investigations, case preparation, and operational matters;
- Assist with public information, media coordination, community engagement, and public relations efforts as directed;
- Maintain confidentiality of sensitive criminal justice, investigative, personnel, and operational information;
- Participate in specialized assignments, committees, task forces, or regional law enforcement initiatives as assigned.
Minimum Qualifications
- Must be at least twenty-one (21) years of age;
- Must possess and maintain a valid driver’s license and remain eligible to operate County vehicles consistent with County policy, insurance requirements, and operational needs;
- Must be eligible to legally possess and carry firearms and maintain required firearms qualifications;
- Must meet and maintain all applicable Idaho POST employment, certification, training, and continuing education requirements;
- Must possess and maintain Idaho POST Advanced Patrol Certification. Idaho POST Management Certification preferred or required within a timeframe established by the Sheriff’s Office;
- Must successfully pass all required background investigations and hiring standards consistent with Idaho POST, County policy, and Sheriff’s Office requirements;
- High school diploma or equivalent required;
- Bachelor’s degree in criminal justice, public administration, law enforcement leadership, or related field strongly preferred;
- Minimum of eight (8) years of progressively responsible law enforcement experience required;
- Minimum of three (3) to five (5) years of supervisory or command-level law enforcement experience required;
- Prior experience supervising patrol operations, criminal investigations, specialty units, or multi-shift operations strongly preferred;
- Prior experience serving in a Sergeant, Lieutenant, Captain, or equivalent sworn law enforcement leadership role preferred;

Idaho POST Requirements and Standards
- Must comply with all applicable Idaho Peace Officer Standards and Training (POST) Council requirements, Idaho Administrative Code provisions, and Jerome County Sheriff’s Office standards applicable to sworn peace officers;
- Must maintain all required Idaho POST certifications and successfully complete mandatory annual training and continuing education requirements;
- Must maintain firearms qualifications and any additional certifications, proficiencies, or specialty training required by the Jerome County Sheriff’s Office;
- Must comply with all CJIS security requirements, departmental policies, and applicable state and federal criminal justice standards;
- Supervisor and command-level personnel are expected to maintain advanced supervisory, leadership, and management training consistent with Idaho POST standards and law enforcement best practices;
- Must maintain professional conduct, ethical standards, and physical readiness consistent with Idaho POST requirements and the expectations of a command-level law enforcement officer.
Work Environment and Physical Requirements
- Work is performed in office, patrol, field, detention, courtroom, training, and emergency response environments;
- Frequent exposure to stressful, high-risk, hazardous, hostile, traumatic, and emergency situations requiring sound judgment and rapid decision-making;
- Requires frequent interaction with employees, inmates, victims, suspects, attorneys, courts, outside agencies, elected officials, and members of the public;
