Oneida Innovations Group is seeking an experienced Capture Manager to manage the business development process and contract opportunity pipeline for the Oneida Indian Nation's Federal contracting businesses. This individual will be responsible for Capture of qualified opportunities, engaging with federal customers across all agencies to shape competitive, compelling proposal responses, and working across internal and external stakeholders to grow the business with exceptional performance.
Responsibilities & Duties:

Manages the Capture process for strategic pipeline; create and execute strategies that lead to the successful identification, pursuit, capture, and execution of new programs.

Collaborates with external sales-focused Director of Business Development to bring order and organization to the sales prospecting and capture process for internal-focused communications to stakeholders and management.

Utilizes CRM tool to organize, track and report on information related to the pipeline; ensures information regarding opportunities is uploaded into the system and prepares summary reports.

Prepares detailed Capture Plans for executive-level pursuit reviews, working with internal stakeholders to address concerns, mitigate risks and manage the capture process through contract start-up/phase-in to ensure successful hand-off to operations and support functions.

Responsible for evaluating, developing, and pursuing new business opportunities and market initiatives.
- Leverages OEM, partner, and other business relationships to increase business revenue and margin through information technology solution sales to the federal government.

Lead research and recommendations for potential teaming, conducting gap analysis to ensure we can present a complete solution.

Identifying key program personnel and coordinating with Recruitment to conduct outreach for strategic and/or contingent hires.

Working with designated solution architect to conduct solution sessions and develop proposed architecture for technical proposal

Oversee transition of capture plan into the proposal management plan and mentor proposal core team on win strategy, themes and solution.

Assists with proposal development and support color team reviews.

Assist and prepare required reporting to the SBA related to business development activities.
QUALIFICATIONS:
-
A bachelor's degree or equivalent experience with 5 or more years of related experience and/or training; or equivalent combination of education and experience.

Proven experience with 8(a) set aside contracting process

8-10 years of experience working on large DoD programs specific to Information Technology services, and large account management.

C-Level Communicator
-
Demonstration of successful capture and contract wins on sole source and competitive basis, ideally larger than $20 million total contract value.

Experience with business development across Federal agencies required; DoD strongly preferred

Experience leading the development of capture process for new opportunities (i.e. Shipley process)

Experience with the development of large proposals
