Jefferson is seeking a Capture Manager to lead end-to-end capture execution for high-priority DoW pursuits. This role will be fully remote, and candidates must reside in the DC metro area. Candidates must be available to attend regular in person meetings with clients, teaming partners, and Jefferson management. This position requires that applicants reside in the United States and have legal authorization to work in the U.S. Applicants must maintain U.S. residency for the duration of their employment.
The annual salary range for this position is $170,000 - $180,000. The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

We are seeking a Capture Manager to lead end-to-end capture execution for priority DoW pursuits; from early opportunity identification and qualification through proposal submission and award.
This is a high-impact strategic leader responsible for identifying, qualifying, and winning multi-million dollar DoW contracts. Serving as the "architect" of the pursuit, you will lead cross-functional teams to develop winning strategies and solutions that address client needs, shape acquisition requirements, and build high-level relationships with DoW stakeholders long before an RFP hits the street. As a key growth driver for Jefferson, you will have direct visibility with executive leadership and the autonomy to build strategic teaming partnerships that give us a competitive edge.

Key Responsibilities:
Lead end-to-end capture management for targeted DoW opportunities, from early identification through contract award.
Identify and structure teaming agreements, integrating partner capabilities to address customer needs and fill identified technical or operational gaps.
Conduct competitive analysis to strengthen Jefferson’s positioning and develop ghosting strategies that differentiate from competitors.
Develop and execute capture strategies to maximize win probability.
Collaborate with stakeholders and teaming partners to develop technology enabled solutions that target client requirements.
Coordinate internal teams: proposal, technical, pricing, legal to ensure alignment and timely submissions.
Track opportunities, update capture plans, update the pipeline, report progress to executive leadership, and recommend strategic pursuits.
Monitor legislative, regulatory, and policy changes impacting DoW procurements.
Conduct market research, competitive analysis, and risk assessments.
Required Qualifications:
A minimum of 10 years of experience in capture management, business development, or program support within DoW contracting, particularly in the technology enabled services or IT segments.
Bachelor's degree in business, Engineering, Computer Science, or related field required.
Active Top Secret clearance / or Active Secret with ability to attain TS.
The candidate must reside in the DC metro area and must be available to attend regular meetings in the DC area – clients, teaming partners, and management.
Demonstrated experience capturing and winning large contracts within the DoW.
Existing DoW network and direct experience with Project Management Office (PMOs) and Program Executive Office (PEOs).
Strong capability in opportunity qualification, capture strategy, relationship building (including competitors), and team leadership.
Proven experience in negotiating teaming agreements.
Experience creating competitive pricing strategies and preparing cost proposal materials.
Experience with competitive pricing and cost proposals for fixed price or completion-type contracts.
Highly organized, proactive, and knowledgeable in government contracting.
Superior leadership and collaboration skills.
Excellent interpersonal and negotiation skills.
Preferred Qualifications:
Experience with proposal management tools, CRMs, and market intelligence platforms.
Experience leveraging AI tools to support research, strategy, or proposal development is a plus.
PMP certification.
Clearance: Due to federal contract requirements, U.S. citizenship is required.
