This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**


The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education, and well-being of all Colorado's young children, their families, and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.


The purpose of the Colorado Child Care Assistance Program (CCCAP) is to provide eligible households with access to high-quality, affordable child care that supports healthy child development and school readiness while promoting household self-sufficiency and informed child care choices. CCCAP provides child care assistance to low-income families who are working, searching for employment, are in training or secondary-education programs, or are participating in the Colorado Works Program, or families that have an open child welfare case. Funding through CCCAP is intended to support low-income families who are working, searching for work, or in school while providing high-quality early learning opportunities for children 0-13 years of age in a variety of early childhood settings such as licensed child care centers, preschools, child care homes, and before and after-school programs.

The Colorado Child Care Assistance Program (CCCAP) administers and monitors the Child Care Development Block Grant (CCDBG) subsidy statewide. The purpose of the CCCAP is to provide support for low-income working families by providing child care assistance and promoting quality early learning environments. The CCCAP is a state-supervised, county-administered program supported by the Child Care Automated Tracking System (CHATS). The CCCAP’s goal is to build a child care subsidy program that is child-focused, family-friendly, and fair to providers. The priority of the CCCAP team is to provide counties with the guidance, support, training, and tools needed to administer the CCCAP at the county level.

Description of Job

What you’ll be doing:

This position exists to review CCCAP eligibility cases for adherence to federal regulations, the Colorado State Plan, state regulations, and county policies and to fulfill the federal obligations to ensure adequate internal controls are in place to ensure accuracy and mitigate improper payments and potential fraud through case reviews, data reporting, trend analysis, and training/technical assistance based on the Federal Improper Payment Review process. This position provides policy and procedural guidance regarding county eligibility determinations, verification of documentation, and data entry in the Child Care Automated Tracking System (CHATS) through case reviews and reviews of case actions. Responsibilities of this position include ensuring the eligibility and subsidy payments made on behalf of CCCAP meet program requirements. These reviews often include technical issues and complex situations that require the resolution of compliance problems and the reconciliation of divergent viewpoints. This position provides continuous data to the CCCAP Data Analyst on frequency, magnitude, and sources of errors and/ or non-compliance. The data identified through the reviews are utilized by the CCCAP and counties to improve program performance and client services; directly advise on areas of risk, formulate improvement plans for eligibility and payment accuracy to prevent errors, prevent fraud, achieve program compliance, and meet program outcomes.

Additional position duties include, but are not limited to:

  • Performs complex eligibility, financial, and compliance reviews of county Human Service agencies administering CCCAP in 64 counties throughout the state of Colorado.
  • Independently reviews agency actions by accessing various databases and agency documents (case records).
  • Evaluates the validity and completeness of the data obtained and independently determines the need for continued investigation or to proceed with the determination of program compliance.
  • Analyzes data to measure payment accuracy, payments issued, child care authorizations, and other measures as defined to assess overall eligibility and payment accuracy for the CCCAP program.
  • Research information from CHATS, data reports, case files, that are incorrect and/or inconsistent, to identify trends for technical assistance, policy clarification, and system enhancements, and provides data findings to inform practice.
  • Documents case file review findings and follows appropriate procedures for responses to counties to ensure they align with federal requirements, state statutes, and CCCAP regulations.
  • Directs county agencies to take action based on findings.
  • Provides recommendations for technical assistance and training in identified areas of risk, as well as additional reporting and tracking to monitor improvement plans.
  • Identifies and categorizes errors based on data collection standards to inform accurate and consistent data reporting and payment accuracy rates and tracks aggregate statewide and county-specific data for reporting.
  • Assists in the development of case file review tools, processes, and procedures. Incorporates new policy and regulatory requirements into daily operations.
  • Undertakes administrative and staffing duties in support of securing case files for review.
  • Other duties as assigned

MINIMUM QUALIFICATIONS:
Experience Only: Six (6) years of relevant experience in an occupation related to Human Services, Social Services, Early Childhood programs, and/or Quality Assurance of these programs. Must have at least two (2) years of experience in a public benefit assistance program.

OR,

Education and Experience: A combination of related education and/or relevant experience in an occupation related to Human Services, Social Services, Early Childhood programs, and/or Quality Assurance of these programs, AND two (2) years of experience in a public benefit assistance program. A total of seven (6) years of experience and educational credits combined.

DEFINITION OF PROFESSIONAL EXPERIENCE:
Work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

Preferred Qualifications:
  • State of Colorado experience related to the duties of this position
  • Demonstrated knowledge of CCCAP rules, regulations, policies, and practices
  • Recent experience determining eligibility for the Colorado Child Care Assistance Program (CCCAP)
  • Demonstrated experience researching, analyzing, and interpreting regulations (State and Federal), statutes, rules, and applicable policies to conduct reviews of county actions.
  • Demonstrated ability to manage high volumes of complex work within state and federally defined timelines.
  • The ability to maintain project transparency and team alignment in a self-directed work environment.

Highly Desired
  • Recent experience conducting Case File reviews for CCCAP or other benefit assistance programs
  • Experience conducting consultative audits and providing coaching
  • The ability to navigate internal and external disagreements by citing precedent, risk-tolerance levels, and Departmental goals.
  • Proficiency in using digital collaboration tools such as Google Apps
