Tarshid is the National Energy Services Company, established by the Public Investment Fund to catalyze the development of a more energy efficient Saudi Arabia. The launch of Tarshid is a result of a collaborative effort between the Ministry of Energy, Ministry of Finance and the Saudi Energy Efficiency Center. Tarshid aims to be a pioneer in the energy efficiency field and to build towards a more sustainable future. Tarshid has a mandate to develop, fund and manage impactful energy efficiency projects in government and commercial sectors that achieve significant energy savings for the Kingdom.


Job Summary:


The jobholder is responsible to lead the driving of procurement efficiency and value creation through the development and deployment of Procurement strategy, policies, procedure and uninterrupted processes and systems. Responsible for overall procurement project implementation and change management across all procurement entities.


Main Responsibilities:


  • Create new item records in the procurement system (e.g., ERP, P2P software) for all goods, services, and materials required by the organization.
  • Ensure all item records are complete with accurate and standardized information.
  • Regularly review and update existing catalog items to reflect changes in specifications, pricing, suppliers, or availability.
  • Deactivate or archive obsolete or discontinued items from the catalog.
  • Conduct regular audits of the catalog to identify and correct errors, duplicates, or inconsistencies.
  • Collaborate with procurement, and other departments to validate item data and ensure compliance with internal policies and external regulations.
  • Develop and maintain documentation and training materials for cataloging best practices.
  • Work closely with end-users and department heads to understand their needs and ensure the catalog includes all necessary items for their operations.
  • Liaise with suppliers to obtain accurate product information, specifications, and pricing for new and existing catalog items.
  • Collaborate with the purchasing team to streamline the requisition and ordering process by providing accurate and accessible catalog data.
  • Support the finance department by ensuring correct coding and classification for accurate budgeting and expense tracking.


Qualifications, Experience & Skills :


  • Bachelor’s degree in Engineering, Business Administration, or any related field, Masters’ degree is preferable.
  • Relevant Professional Certification like CIPP, CIPM, CIPS is preferred.
  • +5 Years of relevant experience, preferably in the Energy industry.
  • Interpersonal: Fluency in Arabic and English required; strong leadership and interpersonal skills; excellent communication skills.
  • Professional: Familiarity with the business and the equipment (knowledge of technical specifications and market prices) and available suppliers to ensure procurement of equipment at the best rates.
  • Analytical ability to evaluate different suppliers’ offers.
